SECTION 1: Council approves the overall funding for the City's Housing and Human <br /> Services Grant (HHSG) and Community Grant (CG) programs for Fiscal Year 2023/24, as <br /> depicted in Tables A and B, including $407,403 in federal Community Development Block <br /> Grant (CDBG) funds; $132,655 in federal HOME Investment Partnerships Program (HOME) <br /> funds; $354,348 in City Affordable Housing Fee Funds; $252,607 in City General Funds for <br /> human services; and $87,800 in City General Funds for arts/culture and youth, for a total <br /> funding amount of approximately $1,234,813. <br /> SECTION 2: Council approves the FY 2023/2024 Annual Action Plan and authorizes <br /> the City Manager, or his or her designee, to submit the Action Plan to HUD and to execute all <br /> documents and certifications necessary to secure and award funding for the City. <br /> SECTION 3: Council authorizes the City Manager to enter into individual contracts <br /> with each agency receiving Pleasanton HHSG and CG funding in FY 2023/24 and to take all <br /> other necessary actions to carry out the HHSG and CG programs for FY 2023/24, including <br /> authorizing the City Manager, or his designee, to enter into a Memorandum of Understanding <br /> with the City of Livermore as the lead agency to undertake and complete a joint Environmental <br /> Review, as required by the U.S. Department of Housing and Urban Development , for the Tri- <br /> Valley Haven's Emergency Shelter Rebuild Project. <br /> SECTION 4: Contracts with subrecipient agencies will be executed after the City <br /> determines a finding of no significant impact through the federal environmental assessment <br /> process. <br /> SECTION 5: City Clerk shall certify to the passage of this resolution and enter it into <br /> the book of original resolutions. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton <br /> at a regular meeting held on April 18, 2023. <br /> I, Jocelyn Kwong, City Clerk of the City of Pleasanton, California, certify that the <br /> foregoing resolution was adopted by the City Council at a regular meeting held on the 18' <br /> day of April 2023, by the following vote: <br /> Ayes: <br /> Noes: <br /> Absent: <br /> Abstain: <br /> Jocelyn Kwong, City Clerk <br /> APPROVED AS TO FORM: <br /> Daniel G.
