Box 520 <br /> Pleasanton,CA 94566 <br /> Subject:Proposal for Water and Drought Rate Study Update(Amendment) <br /> Dear Ms.Baptista: <br /> Raftelis Financial Consultants, Inc. (Raftelis)is pleased to submit this letter proposal for the opportunity <br /> to assist the City of Pleasanton(City)with a Water and Drought Rate Study Update(as an amendment to <br /> the existing contract we have with the City for a Water,Recycled Water,and Sewer Rate Study). <br /> The following sections outline the tasks that Raftelis believes will be involved in completing a study that <br /> accomplishes the City's goals and objectives. <br /> SCOPE OF SERVICES <br /> The tasks shown below define the technical approach for the scope of services. It should be noted that <br /> while these tasks are listed consecutively, some tasks will overlap and may be conducted concurrently. <br /> Task 1— Water and Drought Rate Study Update <br /> We will work with City staff to update the water and drought rate study based on the updated budget and <br /> removal of PFAS capital project costs from the prior rate model. The results of the rate study update will <br /> be a recommendation for revenue adjustments to maintain the financial stability and sufficiency of the <br /> water utility while minimizing customer impacts to the extent possible. <br /> Deliverable(s): Water and drought rate study update <br /> Meeting(s):Up to four(4)webinars with City staff <br /> Task 2—Water Liaison Committee Webmars <br /> Raftelis can be present at up to four(4)webinars with the Water Liaison Committee to discuss the updated <br /> rate study and impacts,which may include a Public Hearing to adopt water and drought rates proposed in <br /> the study. <br /> Deliverable(s).Presentation materials <br /> Meeting(s).Up to four(4)webinars with Water Liaison Committee, City Council, and/or Public Hearing <br /> Task 3—Rate Study Report Updates <br /> Raftelis will add sections for updated water and drought rates to the water,recycled water,and sewer rate <br /> study report(from existing agreement).The cost-of-service and rate calculations will be described in detail <br /> 445 S.Figueroa Street,Suite 1925 <br /> Los Angeles,CA 90071 <br /> www.raftelis.com <br />
