BACKGROUND
The Pleasanton Pioneer Cemetery was acquired by the City in 2007 and represents an
important piece of Pleasanton history. The City has invested time and resources to
repair and improve the site, and in 2014 adopted a master plan to further guide these
efforts. To date, the City has implemented four significant phases of improvement
resulting in increased value of plots in the cemetery as well as increased maintenance
costs.
On March 14, 2023, Pleasanton experienced a major storm event. As a result, six
Eucalyptus globulus (Blue Gum) trees fell on the cemetery hillside and the
storage/staging area. Additionally, a seventh tree was compromised and the large
Eucalyptus globulus tree along the cemetery frontage on Sunol Blvd required removal
or pruning to reduce the weight of the tree over Sunol Boulevard. Emergency tree
services were required to clear the cemetery to accommodate pending burials and to
begin repair of the damaged storage/staging area.
DISCUSSION
Staff coordinated to determine an appropriate course of action to remove the fallen
trees and conduct the remaining tree services to address potential safety concerns with
the remaining standing trees. Staff solicited informal bids from qualified tree service
companies for the tree work, contacting three contractors based on experience with
each: Tree Sculpture Group, West Coast Arborists, Davey Tree Services. The bid
results, from low to high bidder were:
1. West Coast Arborists: $75,000
2. Tree Sculpture Group: $87,480
3. Davey Tree Services: declined to bid
West Coast Arborists was the qualified low bidder and, as the contractor that currently
maintains the City's trees, there is a history of satisfactory job performance.
The emergency tree work has been completed and staff recommends City Council
approve creating a new capital project, Cemetery Storm Repairs and Renovations , and
reallocating from CIP No. 16446 funds to cover the $75,000 tree and stump removal
expenses to allow the cemetery to resume normal operations.
Submitted by: Fiscal Review: Approved by:
1
Heidi Murphy Susan Hsieh Gerry Beaudin
Director of Finance Director City Manager
Library and Recreation
Page of
