BACKGROUND <br /> ACTC has established a funding formula for the distribution of Measure BB funds <br /> (dedicated sales tax) to provide special transportation for seniors and persons with <br /> disabilities. Each eligible agency must submit an application and an approved City <br /> Council resolution. Program plan applications are then forwarded to the Paratransit <br /> Advisory Planning Committee for consideration and approval. <br /> DISCUSSION <br /> The total budgeted cost of the Pleasanton Rides Door-to-Door program is $560,433. <br /> This program has historically been funded through a variety of sources including <br /> Metropolitan Transportation Commission (MTC) — Transportation Development Act <br /> (TDA) 4.5, Measure B, Measure BB and City General Funds. Available funding sources <br /> are now Measure BB and City General Funds as Measure B has sunset and City of <br /> Pleasanton MTC TDA 4.5 funds were relinquished and provided to LAVTA to offset its <br /> cost to provide Americans with Disability Act (ADA) transports to Pleasanton residents. <br /> Funding Sources Amount <br /> Outside Revenue Sources: <br /> Measure BB —Alameda County '/2 cent Transportation Tax $615,505 <br /> Sub-total: $615,505 <br /> Program Expense: <br /> Service contract ($323,700), LAVTA MOU for ADA $560,433 <br /> Paratransit ($184,651), group trips ($27,732), staff contract <br /> oversight and outreach ($18,550), scholarships $5,800 <br /> Balance to Measure BB Reserves $55,072 <br /> The Pleasanton Rides Door-to-Door program continues to be a core service offered by <br /> the City through the Library and Recreation Department. Enhancements to the program <br /> include offering a fee assistance program for low-income seniors, providing a group trip <br /> program, and purchasing a new vehicle to replace the 2008 Ford Supreme Bus. The <br /> group trip program provides affordable day trips to destinations offering education and <br /> enrichment opportunities in the San Francisco Bay Area. <br /> Staff will continue to provide outreach, education, and mobility coordination with other <br /> local transportation providers such as LAVTA and the CityServe of the Tri-Valley <br /> Volunteer Driver Program. <br /> ENVIRONMENTAL ASSESSMENT <br /> As an existing and continuing program, Pleasanton Rides is exempt from the California <br /> Environmental Quality Act. <br /> Page 2of3 <br />
