BACKGROUND <br /> Geologic Hazard Abatement Districts are authorized by California Public Resources <br /> Code §26500. A GHAD is a property assessment district that is formed to- <br /> 1 . <br /> o:1 . Fund bi-annual inspections of storm drainage and slope stabilization <br /> infrastructure by a city-hired expert consultant; and <br /> 2. Maintain the infrastructure based on those inspections utilizing the services of a <br /> construction contractor; and <br /> 3. Replace the infrastructure at the end of its service life. <br /> Like all special assessment districts, a GHAD assesses property owners for a benefit <br /> they receive that is special to them. There are four GHADs within the City, all located on <br /> the west side of Foothill Road (see Attachment 1): Laurel Creek, Moller Ranch, Lemoine <br /> Ranch, and Oak Tree Farm. <br /> The source of funding for GHADs is an annual tax assessment from each property <br /> within the district. The collected tax assessments are placed in a special revenue fund <br /> within the City's operating budget. <br /> DISCUSSION <br /> Despite performing maintenance within each GHAD prior to the arrival of winter storms, <br /> the Laurel Creek GHAD experienced a minor landslide that damaged an access road <br /> extending west of Crosby Drive to Dublin Canyon Road. The damage must be assessed <br /> by the City's consulting geotechnical engineer, ENGEO, Inc., to develop a repair <br /> scheme. The repair can then be implemented in fall 2023 with other routine GHAD <br /> maintenance. <br /> Sufficient GHAD reserve funding is available to authorize a second budget amendment <br /> within the Laurel Creek GHAD from the FY 2021/22 - FY 2022/23 Operating Budget to <br /> fund consultant work associated with a minor landslide repair. <br /> Submitted by: Fiscal Review: Approved by: <br /> Stephen Kirkpatrick Susan Hsieh Gerry Beaudin <br /> Director of Engineering Director of Finance City Manager <br /> Attachments: <br /> 1 .
