Approve the annual progress report on implementation of the General Plan Housing Element for <br /> calendar year 2022 and authorize submittal to the California Department of Housing and <br /> Community Development and the Governor's Office of Planning and Research <br /> Recommendation: Waive the full reading and adopt the Resolution No. 23-1370 accompanying <br /> this report that approves the 2022 Housing Element Annual Progress Report and authorizes <br /> submittal of the report to HCD and OPR. <br /> 5. Public Hearing - Approve substantial amendment to the fiscal year 2022/23 Annual Action Plan <br /> for the use of Federal Community Development Block Grant (CDBG) funds <br /> Recommendation: It is recommended the City Council approve the Substantial Amendment to the <br /> FY 2022/23 Annual Action Plan and to re-allocate $195,483 in CDBG funds to other CDBG- <br /> eligible programs. <br /> 6. Approve a first amendment to the professional services agreement for annual traffic counts with <br /> AimTD, LLC to extend the contract term, amend the scope of service, and adjust contract <br /> compensation for year two from $27,120 to $30,330, and adjust the maximum compensation for <br /> years three through five from $95,760 to $105,000 <br /> Recommendation: Approve the first amendment to the as-needed maintenance agreement with <br /> AimTD, LLC for annual traffic count services to extend the contract term. <br /> Enqineerinq <br /> 7. Approve the final two purchase agreements to acquire the public right-of-way needed to construct <br /> the traffic mitigation measures for the Johnson Drive Economic Development Zone project, CIP <br /> No. 21596 <br /> Recommendation: <br /> 1. Approve the two purchase agreements for the right-of-way necessary to construct the work <br /> as shown on the JDEDZ Traffic Mitigation Measures Improvement Plans. <br /> 2. Approve the transfer of $191,000 from the Dublin Freeway Reimbursement Reserve, CIP <br /> No. 98590 to the JDEDZ ROW and Misc., CIP No. 21596, to fully fund the right-of-way <br /> purchases in accordance with the terms in the two agreements. <br /> Fire <br /> 8. Adopt a resolution declaring weeds, dirt, rubbish, and refuse upon or in front of certain described <br /> properties within the city constitute public nuisances and that they be abated, and set a public <br /> hearing regarding the abatement <br /> Recommendation: Waive the full reading and adopt Resolution No. 23-1371 declaring weeds, dirt, <br /> rubbish, and refuse upon or in front of certain described properties. <br /> Mayor Brown opened public comment.
