2.04.010 <br /> 23 (Pleasanton Supp. No. 29, 1-23) <br />Chapter 2.04 <br /> <br />CITY COUNCIL <br /> <br />Sections: <br />2.04.010 Meetings. <br />2.04.015 Term of office. <br />2.04.020 Salaries. <br />2.04.030 City council vacancies. <br />2.04.040 District based electoral system. <br />2.04.050 Districts. <br />2.04.060 Election schedule. <br /> <br />2.04.010 Meetings. <br /> The city council shall by resolution establish the <br />times and dates of its regular meetings. Except when <br />otherwise designated by the city council, the place of <br />such regular meetings shall be the council chambers of <br />the city. (Ord. 1222 § 5, 1985; prior code § 1-2.01) <br /> <br />2.04.015 Term of office. <br /> A. The city council shall meet on the first <br />Tuesday after it receives from the registrar of voters or <br />from the city clerk a certified statement of the results of <br />an election for city council and mayor. A special meet- <br />ing may be called for that purpose. At that meeting the <br />city council shall canvass the election returns, declare <br />elected the persons having the highest number of votes <br />and install the newly elected officers. <br /> B. Each such council member shall hold office <br />for a term of four years from and after the date and time <br />at which he or she was declared elected and was in- <br />stalled and shall hold office until his or her successor is <br />elected and qualified. The mayor shall hold office for a <br />term of two years from and after the date and time at <br />which the mayor was declared elected and was installed <br />and shall hold office until his or her successor is elected <br />and qualified. The mayor and members of council serv- <br />ing upon the adoption hereof shall continue to serve for <br />the terms to which they were elected. <br /> C. A council member (other than mayor) shall <br />serve no more than two consecutive terms and a person <br />who has been appointed or elected to council for more <br />than two years shall serve no more than one additional <br />term. <br /> D. A mayor shall serve no more than four con- <br />secutive terms and a person who has been appointed or <br />elected to mayor for more than one year shall serve no <br />more than three additional terms. (Ord. 1700-A § 1, <br />1996; Ord. 1493 § 1, 1990) <br /> <br />2.04.020 Salaries. <br /> The salary of each council member $1,321.92 per <br />month. (Ord. 2242 § 1, 2022; Ord. 2201 § 1, 2019; Ord. <br />2138 § 1, 2016; Ord. 1957 § 1, 2008; Ord. 1422 § 1, <br />1989) <br /> <br />2.04.030 City council vacancies. <br /> If there is a city council vacancy, including a va- <br />cancy for the office of mayor, the city council shall im- <br />mediately call for a special election to fill the vacancy, <br />with the special election to be held on the next regularly <br />scheduled election date not less than 114 days from the <br />call of the special election. (Ord. 1696 § 1, 1996) <br /> <br />2.04.040 District based electoral system. <br /> A. Pursuant to California Government Code <br />Sections 34886 and 34871(c), councilmembers shall be <br />elected on a district-based electoral system in four sin- <br />gle-member districts. For purposes of this chapter, the <br />term “district-based electoral system” shall mean the <br />election of members of the city council by the voters of <br />the district alone. <br /> B. Except as provided in subsection C below, <br />the councilmember elected to represent a district must <br />live in that district and be a registered voter in that dis- <br />trict, and any candidate for city council must live in, and <br />be a registered voter in, the district in which he or she <br />seeks election at the time nomination papers are issued, <br />pursuant to California Government Code Section 34882 <br />and Elections Code Section 10227. <br /> C. A councilmember in office at the time this <br />section takes effect shall continue in office until the ex- <br />piration of the full term to which he or she was elected <br />or appointed and until his or her successor is qualified. If <br />vacancies in councilmember offices elected at-large oc- <br />cur before expiration of the full term thereof, such va- <br />cancies shall be filled pursuant to Section 2.04.030. <br /> D. Upon expiration of the full term of each <br />councilmember elected at-large, that councilmember’s <br />successor shall be elected on a by-district basis in the <br />districts established in subsection A of this section and <br />as provided in Section 2.040.060. (Ord. 2236 § 2, 2022) <br /> <br />2.04.050 Districts. <br /> A. Subject to Section 2.04.060, city council- <br />members shall be elected on a by-district basis from the <br />council districts depicted on the official map attached as <br />exhibit A to the ordinance codified in this chapter, and <br />as described in exhibit B to the ordinance codified in <br />this chapter, both of which are incorporated by this ref- <br />erence.
