RESOLUTION NO. 23-1377 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> APPROVING THE AFFORDABLE HOUSING AGREEMENT BETWEEN THE CITY OF <br /> PLEASANTON AND STONERIDGE PROPERTIES LLC AS FILED UNDER CASE NO. <br /> PUD-136 <br /> WHEREAS, Stoneridge Properties LLC (also referred to as Simon Property Group LP) <br /> has made an application to the City for an Affordable Housing Agreement for the construction of <br /> 360 multi-family apartment units on a parcel commonly known as 1008 Stoneridge Mall Road, as <br /> filed under Case No. PUD-136 (the "Project'); and <br /> WHEREAS, the Housing Commission reviewed and recommended approval of the <br /> Affordable Housing Agreement for the Project at its meeting of November 17, 2022; and <br /> WHEREAS, a duly-noticed public hearing was held by the City Council on March 21, 2023, <br /> at which time the public was given the opportunity to comment on the Affordable Housing <br /> Agreement; and <br /> WHEREAS, there was prepared for the Project a Section 15183 Checklist / 15164 <br /> Addendum to the Supplemental Environmental Impact Report (SEIR) and adopted Findings and <br /> Statement of Overriding Considerations for the Pleasanton 2007-2014 Housing Element Update <br /> and Climate Action Plan General Plan Amendments and Rezonings (State Clearinghouse No. <br /> 2011052002), which was a supplement to the Pleasanton General Plan Update 2005-2025 <br /> Program Environmental Impact Report (State Clearinghouse No. 205122139). <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. Finds that the Section 15183 Checklist/ 15164 Addendum to the SEIR for <br /> the Pleasanton 2007-2014 Housing Element and Climate Action Plan General Plan Amendment <br /> and Rezoning, including the adopted CEQA Findings and Statement of Overriding <br /> Considerations, is adequate to serve as the environmental documentation for this Project and the <br /> Affordable Housing Agreement and satisfies all the requirements of CEQA. <br /> SECTION 2. Approves the Affordable Housing Agreement between the City of <br /> Pleasanton and Stoneridge Properties LLC, a copy of which is attached hereto as Exhibit A and <br /> incorporated herein by this reference; and authorizes the City Manager to execute the Affordable <br /> Housing Agreement in generally the form as attached in Exhibit A, subject to minor amendments <br /> and approval by the City Attorney. <br /> SECTION 3. This resolution shall become effective upon the effective date of the <br /> ordinance approving PUD-136. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br /> a regular meeting held on March 21, 2023. <br />
