Subsequent to adoption of the Housing Element, the City would continue to work with <br />the property owners on developing the details of the Framework. This will likely include <br />refining the draft conceptual scenarios into a more formal land use/regulatory plan, <br />establishing commercial development standards, developing an infrastructure analysis <br />and plan, a financing plan, and potentially negotiating one or more development <br />agreement( s). <br />It is also expected that additional environmental and other analysis of the commercial <br />components of the Framework will need to be completed before the complete range of <br />land use quantities, particularly non-residential uses, are finalized. Refinements to <br />placemaking concept and elements are also to be expected through the next steps of <br />the process. These components of the Framework would be shared with the property <br />owners, made available for public review, and brought forward for consideration by the <br />Planning Commission and City Council. <br />CONCLUSION <br />The input and direction provided by the Planning Commission and City Council at this <br />meeting will be incorporated into the housing allocation that is reflected for the <br />Stoneridge Shopping Center housing site in the Housing Element.
