Phase 1 as outlined in the Master Plan is to, "establish safe access" including essential utilities (water <br /> connections, sewer, storm water control, electrical services, outdoor lighting), accessible driveways and parking, <br /> restrooms, fencing, pathways, drinking water, irrigation connections, and park furnishings for the "safe and <br /> comfortable use" of both the MG Demonstration Garden and the Garden Patch Plots—which is the City-run <br /> community garden plot site. Development of the MG Demonstration Garden is included in the Master Plan as <br /> Phase 2, and construction of the City's Garden Patch site is Phase 3 (there are 6 total phases in the Master Plan). <br /> a. The Learning Center, including outdoor gathering area and landscape improvements, is Phase 4(since <br /> the Master Plan has restrooms in Phase 1, but the Learning Center as Phase 4—where permanent <br /> restrooms are to be located —I imagine the idea was that the restrooms would be constructed first, and <br /> the full building constructed around those later). <br /> b. The Master Gardeners are responsible for the development of their site (Phase 2), including installing <br /> their electrified fencing and irrigation from the point of connection, along with any planting beds, <br /> shed/storage installation, etc. <br /> Background --The Council action in June of last year authorized a "Phase 0" and use of some of the$350,000 CIP <br /> funds originally budgeted for design of Phase 1. <br /> - This work included installing a temporary gravel parking area at the existing curb-cut/gate access to the site <br /> to accommodate sufficient parking to allow for the Master Gardener volunteers to access the site for the <br /> cover crop project.This parking area is generally located where one of the two permanent parking areas are <br /> planned, although the temporary parking area is a smaller footprint. In addition to temporary parking, the <br /> City extended and prepared an existing water connection at the site to allow for the Master Gardeners to <br /> hook up irrigation if needed for their cover crop.The City also prepared the soil at the site for the Master <br /> Gardeners to install their cover crop—this included ripping the soil and spreading compost which the City <br /> procured. Since that work was completed, the Master Gardeners have planted their cover crop and installed <br /> signage at the site about the cover crop project. <br /> 2. How much will the full buildout of Phase 1 Cost? <br /> a.
