Since you are all City Council members, I assume you know the municipal code for PUD approvals <br /> requires a first and second reading for all approvals two weeks apart(see <br /> https://dev.cityofpleasantonca.gov/civicax/filebank/b lobdload.aspx?blobid=23410). It appears that the first reading has <br /> been waived,thus allowing the project to move forward immediately. Other than the statement in the title,there is no <br /> further elaboration or explanation in the Staff Report for this action (if I missed it, please let me know). <br /> What is the reason for waiving the first reading?As at least one of you knows from experience, a first and second <br /> reading of a PUD provides more time before final approval of a project so that the community can become aware of its <br /> impacts and put plans in place to either collect signatures to referend or legally challenge a project that has detrimental <br /> impacts upon residents. Both these actions to challenge already have significant hurdles to meet the timelines when a <br /> first and second reading is in place and makes it almost impossible if the first reading is waived.This would be a <br /> significantly anti-democratic action for a City Council to take. Is this the rationale for waiving the first reading? If not, <br /> please provide your reason and where in the city code it allows this. <br /> Thank you <br /> 1 <br />
