General Plan and Zoning <br /> In January 2012, the City Council approved a General Plan Amendment and the <br /> rezoning of nine sites (Housing Element Sites) throughout the City for high-density <br /> multifamily development to meet the City's 2015-2023 (4t" Cycle) Regional Housing <br /> Need Allocation (RHNA). One of those sites rezoned was an approximately 10-acre <br /> portion of the central approximately 29-acre mall site owned by Simon Property Group <br /> to Planned Unit Development-Mixed Use (PUD-MU), with a maximum density of 40 <br /> residential units per acre (Ordinance No. 2028).
