to serve as the environmental documentation for the project and satisfy all the <br /> requirements of CEQA. <br /> All previous mitigation measures prescribed by the SEIR, as well as implementation <br /> of such mitigation measures prescribed by the Addendum to this project have been <br /> included as conditions of approval for the project. <br /> As specified by CEQA, the Addendum for this project considered the existing <br /> environmental conditions when this 360-unit version of the project application was <br /> submitted in March 2022, which was prior to the adoption of the 2023-2031 Housing <br /> Element. Therefore, the 2023-2031 Housing Element sites which were the subject of <br /> General Plan land use designation changes for residential development were not <br /> considered with this Project's Addendum. Separately, it is noted that the Program <br /> EIR certified in January 2023 for the 2023-2031 Housing Element considered and <br /> took account of the proposed Simon residential project as part of its analysis, and <br /> the cumulative impacts of this project, along with other residential development <br /> considered under the 6t" Cycle Housing Element were properly considered as part of <br /> that environmental review, necessary to support adoption of the Housing Element. <br /> SUMMARY/CONCLUSION <br /> The project is consistent with the land use allowed for and zoned at this site, and with <br /> the exception of two standards for which waivers have been requested pursuant to <br /> State Housing Density Bonus law, would be consistent with all applicable objective <br /> standards prescribed in the 2012 Housing Site Development Standards and Design <br /> Guidelines. <br /> As supported by the Planning Commission in its recommendation, the proposed site <br /> plan and positioning of the buildings are appropriate for the subject property. The <br /> applicant has included an adequate amount of usable open space and landscaped <br /> areas within the project, as well as areas for circulation and gathering that will improve <br /> the connectivity and functionality of the portion of the mall and make better use of an <br /> underutilized parking field. The building design is attractive and the architectural style, <br /> finish colors, and materials will complement the surrounding development. The project <br /> also would provide a significant quantity of affordable rental housing, in addition to <br /> adding to the stock of multi-family rental housing more generally, which assists the City <br /> in meeting its housing goals.
