analyzed during the non-holiday period, when travel conditions are more representative <br /> of the entire year. <br /> Parking <br /> Pursuant to State Density Bonus Law, because the project is located near a major <br /> transit stop (bus stops and the BART station) and would provide more than 20 percent <br /> low-income units, the City may not impose a parking ratio, inclusive of disability and <br /> guest parking, of more than half a parking space per unit. (See Cal. Gov't Code <br /> § 65915(p)). Accordingly, 180 parking spaces are required (360 units x 0.5 spaces per <br /> unit = 180 parking spaces). Notwithstanding the ability to reduce required parking, the <br /> applicant has not asked to exercise these provisions. Instead, the project will provide <br /> more than double the required amount of parking spaces for a total of 473 total parking <br /> spaces, which will allow 1.3 parking spaces per unit and a surplus of 293 parking <br /> spaces. Designated guest spaces would be provided in surface-level parking spaces <br /> within the motor-court area and in unassigned parking spaces within the parking <br /> structure. Therefore, adequate on-site parking would be provided. <br /> Bicycle Parking <br /> The Design Guidelines require 0.6 bicycle spaces per unit (long-term storage) and two <br /> bicycle spaces for every 50 units (short-term storage/bike racks). For 360 units, 230 <br /> bicycle spaces (214 long-term and 16 short-term) are required. The project would <br /> provide 230 bicycle spaces within a designated area in the parking structure. Therefore, <br /> adequate on-site bicycle parking would be provided. <br /> Noise <br /> External noise sources that could affect the subject site include traffic noise from <br /> Interstate 580 to the north, Interstate 680 to the east, and adjacent city streets, and <br /> noise from adjacent land uses (which consist mainly of office and commercial uses). <br /> Housing Element Mitigation Measure 4.J-5c requires a demonstration that sensitive <br /> areas onsite would not be exposed to traffic noise in excess of 65 dBL. The noise study <br /> prepared by the applicant (Attachment 4) determined the sensitive areas to be studied <br /> were the courtyards and rooftop deck. The noise study concluded those areas would <br /> not be exposed to noise levels above 60 dBL provided a sound barrier is installed <br /> around the perimeter of the roof top deck area. That barrier may include decorative <br /> glass complementary to the building design. A condition of approval has been included <br /> requiring this barrier be shown on the plans submitted for permits. <br /> Housing Element Mitigation Measure Mitigation Measure 4.J-5b, requires a <br /> demonstration the project would meet the City's 45 dBL interior noise standard. It is <br /> anticipated normal construction methods and requirements would allow the proposed <br /> building to comply with this standard.
