MILITARY EQUIPMENT USE REPORT 2022 <br /> Chemical Agent and Smoke Cannisters <br /> Equipment Name: Defense Technology CS Spede-Heat Grenade (Model 1072) <br /> Quantity Owned/Sought: Up to 50 owned I Lifespan:Approximately 5 years <br /> Equipment Capabilities: Discharges 2.9 ounces of CS gas for 20-40 seconds. <br /> Manufacturer Product Description:The Spede-Heat Continuous Discharge Chemical Grenade is a high <br /> volume, continuous burn and expels its payload in approximately 20-40 seconds.The payload is <br /> discharged through four gas ports on top of the canister,three on the side and one on the bottom. <br /> The launchable grenade is 6.12" by 2.62" and holds approximately 2.9 oz. of active agent. <br /> Purpose/Authorized Uses:To deploy chemical agents to encourage a suspect to surrender or <br /> disperse. <br /> Fiscal Impacts:The devices cost$35 each and are sold in quantities of 12. <br /> Annual Maintenance: $840,general fund <br /> Personnel Cost: Approximately$6,650. This cost reflects a year of required training for personnel <br /> assigned to the SWAT Team. <br /> Legal/Procedural Rules Governing Use:All use of force applications are governed by state law <br /> (including Penal Code section 13652) and Pleasanton PD Policy Sections 300 and 308.All chemical <br /> agent deployments except handheld pepper spray and FN 303 deployments require a chemical agents <br /> plan approved by a commander.
