3. The Master Fee Schedule is also proposed to be amended (Attachment 4) to:
i. Update the Police Department's General and Special Permit fees to reflect
current services provided and in which technology formats. Some of the fees
were adopted or last updated in 1987, 1999 or 2000, and items like Polaroid
photos and cassette tapes are no longer being provided. The taxi rates have not
been updated in seventeen years (by Res. 06-013) and are modified to adjust for
inflation. Tow rates are amended to reflect the terms of current tow agreements.
ii. Eliminate use permit fees for large family daycares because such permit is
prohibited by state law. The California legislature does not allow the City to
require a conditional use permit for a large family daycare (see SB 234 of 2019).
In 2022, the use permit requirement for large family daycares was deleted from
the municipal code. This amendment to the Master Fee Schedule is a parallel
deletion to comply with state law.
iii. Update hydrant meter deposits to reflect the actual variety of hydrant meters
available, and current replacement costs. Hydrant meters are used on
construction sites to directly connect to fire hydrants to provide water for
construction activities in different volumes based on size and needs.
RECOMMENDATION
Introduce the omnibus ordinance and adopt the three resolutions.
Submitted by: Fiscal review by: Approved by:
Gc%J S4 JeA •
Larissa Seto Susan Hsieh Gery Beaudin
Assistant City Attorney Finance Director City Manager
Attachments:
1.
