Recommendation 3: <br /> MOTION: It was m/s by Balch/Arkin to approve staff recommendation 3 approving General Plan <br /> amendments consistent with the 6th Cycle Housing Element, Stoneridge Mall Framework and <br /> Objective Design Standards. Motion passed by the following vote.- <br /> Ayes: <br /> ote:Ayes: Councilmembers Arkin, Balch, Nibert, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> The Mayor recessed the meeting at 11:56 p.m. and reconvened the meeting at 12:02 a.m. <br /> 3. Objective Design Standards — P20-0908, Review and consider adopting a resolution approving <br /> Objective Design Standards for Housing Sites; and Objective Design Standards for Multifamily <br /> Housing in Residential-Multifamily (R-M), Central Commercial (C-C) and Mixed Use (M-U) Zoning <br /> Districts <br /> Recommendation: <br /> At its January 11, 2023, meeting the Planning Commission, by 4-0 vote, recommended the City <br /> Council adopt the ODS with modifications proposed by staff at the meeting. Staff recommends the <br /> City Council accept the Planning Commission recommendation and: <br /> 1. Find the adoption of Objective Design Standards are consistent with and would implement <br /> the goals and policies examined in the 2023-2031 (6th Cycle) Housing Element Update <br /> Program Environmental Impact Report (State Clearinghouse No. 2022040091); <br /> 2. Waive the full reading and adopt Resolution No. 23-1360 approving the Objective Design <br /> Standards as enclosed with Attachment 1 to this agenda report with modifications as outlined <br /> in this agenda report; and <br /> 3. Provide the Director of Community Development the authority to make minor changes to the <br /> ODS after adoption, for reasons such as formatting, grammar, references, adding additional <br /> diagrams, etc. <br /> Shweta Bonn, Senior Planner, presented the item. <br /> Mayor Brown opened the public hearing. The following individuals provided comment: Sharon <br /> Piekarski, Pat Costanzo, Rick Williams, Joe Chillinsky, Jocelyn Combs. <br /> Mayor Brown closed the public hearing. <br /> MOTION: It was m/s by Balch/Nibert to approve the Objective Design Standards as recommended <br /> with modification to include amendments specified in the staff supplemental memorandum dated <br /> January 26, 2023.
