ATTACHMENT 1 RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON APPROVING A SUBSTANTIAL AMENDMENT TO FY 2022/23 ANNUAL ACTION PLAN FOR THE USE OF FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS WHEREAS, the City of Pleasanton as an entitlement community receives Community Development Block Grant (CDBG) funding on an annual basis from the U.S. Department of Housing and Urban Development (HUD). As part of the requirements to receive this funding, the City must prepare and submit an Annual Action Plan (Action Plan) to HUD; and WHEREAS, on May 3, 2022, the City Council by Resolution No. 22-1290(2) approved the City's proposed FY 2022/23 Annual Action Plan, which lists the projects and activities to be funded with CDBG funds in FY 2022/23 covering July 1, 2022 through June 30, 2023, to be submitted to HUD, and on November 7, 2022, HUD approved the City's FY 2022/23 Annual Action Plan; and WHEREAS, the City must amend its FY 2022/23 Annual Action Plan in order to remove the Axis Community Health — New Services Site project from the Action Plan and reprogram the $195,483 CDBG funds allocated to that Axis project to other CDBG-eligible programs and activities. NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. The City Council approves the Substantial Amendment to the FY 2022/23 Annual Action Plan as shown in the attached Exhibit A and directs its submittal by staff to HUD for review and approval. SECTION 2. This resolution shall become effective immediately upon its passage and adoption. SECTION 3. City Clerk shall certify to the passage of this resolution and enter it into the book of original resolutions. PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at a regular meeting held on March 7, 2023.
