Recommendation 3: MOTION: It was m/s by Balch/Arkin to approve staff recommendation 3 approving General Plan amendments consistent with the 6th Cycle Housing Element, Stoneridge Mall Framework and Objective Design Standards. Motion passed by the following vote: Ayes: Councilmembers Arkin, Balch, Nibert, Testa, Mayor Brown Noes: None Absent: None The Mayor recessed the meeting at 11:56 p.m. and reconvened the meeting at 12:02 a.m. 3. Objective Design Standards — P20-0908, Review and consider adopting a resolution approving Objective Design Standards for Housing Sites; and Objective Design Standards for Multifamily Housing in Residential-Multifamily (R-M), Central Commercial (C-C) and Mixed Use (M-U) Zoning Districts Recommendation: At its January 11, 2023, meeting the Planning Commission, by 4-0 vote, recommended the City Council adopt the ODS with modifications proposed by staff at the meeting. Staff recommends the City Council accept the Planning Commission recommendation and: 1. Find the adoption of Objective Design Standards are consistent with and would implement the goals and policies examined in the 2023-2031 (611 Cycle) Housing Element Update Program Environmental Impact Report (State Clearinghouse No. 2022040091)1- 2. 022040091);2. Waive the full reading and adopt Resolution No. 23-1360 approving the Objective Design Standards as enclosed with Attachment 1 to this agenda report with modifications as outlined in this agenda report; and 3. Provide the Director of Community Development the authority to make minor changes to the ODS after adoption, for reasons such as formatting, grammar, references, adding additional diagrams, etc. Shweta Bonn, Senior Planner, presented the item.
