2 CITY OF PLEASANTON CITY COUNCIL SPECIAL MEETING MINUTES January 26, 2023 This meeting was conducted in accordance with Governor Newsom's Executive Order N-29-20 and AB 361 COVID-19 pandemic protocols. CALL TO ORDER Mayor Brown called the special meeting of the City Council to order at the hour of 6:00 p.m. from the Council Chamber located at 200 Old Bernal Avenue and via Zoom. Mayor Brown led the Pledge of Allegiance. ROLL CALL Present: Councilmembers Arkin, Balch, Nibert, Testa, Mayor Brown Absent: None PUBLIC HEARING AND OTHER MATTERS 1. Stoneridge Mall Framework — P22-0969, Review and adopt a resolution approving components of the Stoneridge Mall Framework Recommendation: The Planning Commission by 4-0 vote recommended the City Council adopt the Stoneridge Mall Framework Components at its January 11, 2023, meeting. Staff recommends the City Council accept the Planning Commission recommendation and 1. Find that the housing units identified and allocated to various parcels in the Stoneridge Mall Framework Components were analyzed in the EIR for the Housing Element; and 2. Waive the full reading and adopt Resolution No. 23-1356 approving the Stoneridge Mall Framework Components, dated January 12, 2023, as enclosed with Attachment 1. Ellen Clark, Community Development Director, Rick Williams of Van Meter Williams Pollack, and Mike Tassano, Traffic Engineer, presented the item and responded to clarifying questions. Mayor Brown opened the public hearing. The following individuals provided comment: Jerry Hunt, Cecily Barclay, Chuck Davis, Alan Chamorro, Steven Logan, Rick Schempp, Debbie Wallace, John Hall, Connie Schempp, Jocelyn Combs, Joan Brown, John Bauer, and Gloria Kanu. Mayor Brown closed the public hearing. MOTION: It was m/s by Balch/Arkin to approve the Stoneridge Mall Framework Components as recommended with modification to include the amendments to Guiding Principle 11 as specified in the staff supplemental memorandum dated January 26, 2023, and to remove from prefacing section D, Design and Placemaking Elements, the following text: "Note that where specific dimensional standards are included, they are intended to reflect the preferred or recommended dimension(s)." Motion passed by the following vote: Ayes: Councilmembers Arkin, Balch, Testa, Mayor Brown Noes: Councilmember Nibert Absent: None The Mayor recessed the meeting at 8:40 p.m. and reconvened the meeting at 8:49 p.m.
