1 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> PLEASANTON <br /> March 7, 2023 <br /> City Manager <br /> City Attorney <br /> TITLE ADOPT RESOLUTION AUTHORIZING CITY MANAGER AND OTHER <br /> STAFF TO SUBMIT FEMA / CAL IDES APPLICATIONS FOR <br /> REIMBURSEMENT OF EMERGENCY WORK AND TO REPAIR DAMAGE <br /> RELATED TO SEVERE STORMS AND FUTURE DISASTERS; AND <br /> REVIEW AND APPROVE BY MINUTE ORDER THE CONTINUATION OF <br /> RESOLUTION NO. 23-1351 RATIFYING THE CITY MANAGER/DIRECTOR <br /> OF EMERGENCY SERVICES' PROCLAMATION OF THE EXISTENCE OF <br /> A LOCAL EMERGENCY DUE TO SEVERE STORMS <br /> SUMMARY <br /> Due to severe rain storms that began on New Year's Eve and resulted in widespread <br /> flooding, downed trees, and damage to public and private improvements, the City <br /> Manager, acting as Director of Emergency Services, declared a local state of <br /> emergency on January 9, 2023; this was ratified by the City Council by Resolution No. <br /> 23-1351 on January 11, 2023. The City Council is asked to adopt a resolution to <br /> authorize the City Manager and other staff to apply to the federal Emergency <br /> Management Agency (FEMA) and California Office of Emergency Services (CAL OES) <br /> to seek reimbursement for the cost of emergency response work, as well as for funds to <br /> repair damaged public equipment and facilities arising from these storms and any future <br /> disasters. In addition, as the City and community are still recovering from these storms <br /> by undertaking needed repairs, the City Council is asked to continue this local <br /> emergency. <br /> RECOMMENDATION <br /> Adopt a resolution authorizing the City Manager, Assistant City Manager and Director of <br /> Finance to submit applications for federal and state reimbursement for emergency work <br /> in response to storms, and to apply for disaster relief funds to repair public property <br /> damaged by the storms, as well as for any other disasters for the next three years. <br /> Approve by minute order a continuation of the local emergency due to these storms. <br /> FINANCIAL STATEMENT <br /> Existing staff will apply for federal and state funds for storm relief. It is not known at this <br /> time the amount of funds that the City may receive in this competitive process. <br />
