AUGUSTIN BERNAL MOUNTAIN BIKE TRAIL PROJECT DRAFT INITIAL STUDY <br /> 12956 <br />DUDEK 88 April 2022 <br />As discussed in Section 3.5, Cultural Resources, no known cultural resources would be affected by <br />the project, though known resources exist within ½ mile of the project site. Implementation of MM- <br />CUL.1 would ensure that appropriate measures are implemented to ensure that impacts to any <br />inadvertent discovery of cultural resources during ground- disturbing activities remains less than <br />significant. MM-CUL.2 would ensure compliance with applicable regulations and appropriate <br />protocol should human remains be unearthed during project construction. With implementation of <br />mitigation measures impacts would be less than significant. Therefore, impacts would be less than <br />significant with mitigation incorporated. <br />b) Does the project have impacts that are individually limited, but cumulatively considerable? <br />(“Cumulatively considerable” means that the incremental effects of a project are considerable <br />when viewed in connection with the effects of past projects, the effects of other current projects, <br />and the effects of probable future projects)? <br />The project would construct a downhill-only technical mountain bike trail to replace an existing <br />user-created trail within and adjacent to Augustin Bernal Community Park and would decommission <br />several other existing unofficial user-created trail segments within the park. The proposed project <br />would not generate cumulatively considerable levels of air pollutants or greenhouse gas emissions, <br />alter the vegetation communities present within the project site, create any new impervious <br />surfaces, increase stormwater runoff or create new sources of water pollution, or directly or <br />indirectly lead to population growth that could increase demands for public services and utilities or <br />generate substantial increases in traffic. Cumulative impacts of the project and other similar <br />projects would result in less than significant effects with implementation of the mitigation <br />measures identified throughout this Initial Study. Therefore, impacts would be less than significant <br />with mitigation incorporated. <br />c) Does the project have environmental effects which will cause substantial adverse effects on <br />human beings, either directly or indirectly? <br />The project would be consistent with applicable local ordinances and policies related to land use, <br />noise, and protection of natural resources and the environment, as disclosed by this Initial Study. <br />The analyses of impacts provided throughout this Initial Study demonstrates that the project would <br />not result in any substantial adverse effects on human beings because it would not substantially <br />increase risks associated with seismic activity and soil stability, generate air pollutant emissions <br />that could cause adverse health effects, generate noise levels that could result in annoyance or <br />disruption to typical activities, expose people to hazardous materials or wildfire risk, or result in <br />decreases in or interruption of public and utility services in the City. <br /> <br />
