AUGUSTIN BERNAL MOUNTAIN BIKE TRAIL PROJECT DRAFT INITIAL STUDY <br /> 12956 <br />DUDEK 74 April 2022 <br />Impact Discussion <br />a) Would the project induce substantial unplanned population growth in an area, either directly (for <br />example, by proposing new homes and businesses) or indirectly (for example, through extension <br />of roads or other infrastructure)? <br />The project would construct a mountain bike trail to replace several existing unofficial user-created <br />trails. The project would not require extension of any infrastructure into unserved areas that would <br />promote growth; the project site is within an area of existing urban development already served by <br />infrastructure. The project would not create new residences or commercial land uses that could <br />create new employment opportunities. The project would create a local-serving recreational facility <br />to meet the identified needs of existing City residents consistent with the City’s Trails Master Plan. <br />Since the project would result in no population growth associated with new home construction or <br />creation of a large number of new jobs, and would not extend infrastructure into new areas, it would <br />not induce unplanned population growth and thus would result in no impact. <br />b) Would the project displace substantial numbers of existing people or housing, necessitating the <br />construction of replacement housing elsewhere? <br />The project would construct a mountain bike trail to replace several existing unofficial user-created <br />trails. No housing currently exists on the project site thus no housing would be displaced by the <br />proposed project. The project would not introduce any new land uses that could displace residents <br />from existing residential uses in areas adjacent to the project site.
