AUGUSTIN BERNAL MOUNTAIN BIKE TRAIL PROJECT DRAFT INITIAL STUDY <br /> 12956 <br />DUDEK 63 April 2022 <br />The project would result in no impact associated with a safety hazard or noise exposure associated <br />with airport operations. <br />f) Would the project impair implementation of or physically interfere with an adopted emergency <br />response plan or emergency evacuation plan? <br />The project would construct a new mountain bike trail within an existing community park to replace <br />an existing user-created trail. As discussed in Sections 3.7(a) and 3.16(a), the project would not <br />result in a substantial increase in trail use at the park and as discussed in Section 3.17(b), the <br />project would not generate a substantial volume of traffic that could impede traffic flows during an <br />emergency response or evacuation event. Additionally, the project does not include and would not <br />require any modifications to existing roadways that could impede emergency response or <br />evacuation activities. Construction and operation of the project would not affect an adopted <br />emergency response plan or emergency evacuation plan; therefore, the project would have no <br />impact. <br />g) Would the project expose people or structures, either directly or indirectly, to a significant risk of <br />loss, injury, or death involving wildland fires? <br />The project is located adjacent to an urbanized area on a site surrounded with existing community <br />park. The project site currently supports a variety of natural habitats, including oak woodlands and <br />chaparral. Trails throughout the park, including the user-created trail that the proposed project <br />would replace, are frequently used by the general public. The City currently performs vegetation <br />treatments within the Community Park to maintain defensible space requirements and reduce the <br />potential for wildfire and would continue to perform these treatments following development of the <br />new trail. The proposed trail would not increase the risk of wildfire ignition. As discussed in Sections <br />3.7 and 3.16, the project would not result in a substantial increase in trail use, thus it would not <br />substantially increase the number of people who may be exposed to hazards if a wildfire occurred <br />in the project vicinity. Thus, the project would have a less than significant impact associated with <br />increases in people’s exposure to wildfire hazards and risks. <br />Mitigation Measures <br />MM-HAZ-1 Management of Hazardous Materials During Construction. The following measures shall <br />be implemented prior to and during construction and shall be incorporated into project <br />plans and specifications. <br /> All equipment shall be inspected by the contractor for leaks prior to the start of <br />construction and regularly throughout project construction. Leaks from any <br />equipment shall be contained and the leak remedied before the equipment is again <br />used on the site. <br /> Best management practices for spill prevention shall be incorporated into project <br />plans and specifications and shall contain measures for secondary containment and <br />safe handling procedures.
