AUGUSTIN BERNAL MOUNTAIN BIKE TRAIL PROJECT DRAFT INITIAL STUDY <br /> 12956 <br />DUDEK 28 April 2022 <br /> The “project site” refers to the area that would be physically affected by trail construction and <br />improvement activities (including temporary disturbance). The project site also includes all staging <br />areas. <br /> The “biological study area” includes the project site and adjacent lands in which indirect impacts <br />on biological resources could occur, including disturbance from construction-related noise, <br />vibration, and lighting. <br />Methodology <br />Literature Review <br />Special-status plant and wildlife species present or potentially present in the biological study area were <br />identified through a literature search using the California Department of Fish and Wildlife’s (CDFW) <br />California Natural Diversity Database (CNDDB) (CDFW 2021a) and the California Native Plant Society’s <br />Inventory of Rare and Endangered Vascular Plants of California (CNPS 2021a). Searches of the above- <br />referenced databases were completed for the Dublin, Hayward, La Costa Valley, Livermore, and Niles U.S. <br />Geological Survey 7.5-minute quadrangles. Following a review of these resources, Dudek determined the <br />potential for each species to occur within the biological study area based on a review of vegetation <br />communities and available land cover types, habitat types, soils, and elevation preferences, as well as the <br />known geographic range of each species. Dudek also reviewed current and historical aerial photography in <br />Google Earth to identify any potentially jurisdictional aquatic resources or species habitat features (e.g., <br />ponds) based on aerial and topographic signatures. <br />For the purposes of this initial study, special-status species are defined as follows: <br /> Plants, fish, or wildlife listed, proposed for listing, or candidates for listing as threatened or <br />endangered under Federal Endangered Species Act (FESA) (16 USC 1531 et seq.) <br /> Plants, fish, or wildlife listed as threatened or endangered, or proposed for listing, under the <br />California Endangered Species Act (CESA) (California Fish and Game Code, Section 2050 et seq.) <br /> Fish or wildlife designated by CDFW as a California Species of Special Concern <br /> Wildlife designated as fully protected species under Sections 3511, 4700, 5050, and 5515 the <br />California Fish and Game Code <br /> Wildlife on CDFW’s Special Animals List (CDFW 2021b) <br /> Plants designated as rare under the California Native Plant Protection Act of 1977 <br /> Plants with a California Rare Plant Rank of 1 or 2 <br /> Rare, threatened, or endangered as described in the CEQA Guidelines, Section 15380 <br />To identify “established native resident or migratory wildlife movement corridors” that could be impacted <br />by the project (i.e., part d of the biological resources checklist in Appendix G to the CEQA Guidelines), Dudek <br />biologists reviewed the Critical Linkages: Bay Area and Beyond report (Penrod et al. 2013) and applicable <br />datasets (CDFW 2021c, 2021d) in CDFW’s BIOS viewer (Version 5.89.14c).
