Have 3 of the 5 council members who have been accused of being <br /> fiscally irresponsible placed the city on the precipice of insolvency? <br /> To start the conversation, some observations I've made (with questions that need <br /> to be asked)- <br /> Section <br /> sked):Section 115 trust fund PARS <br /> a) What fees does Highmark Capital Management charge Pleasanton to manage <br /> the $44MM+ in these 2 funds? The PARS report from Fiona Ma states that <br /> expenses (paid to whom??) for December 2022 were $13,370.81 . What were the <br /> total expenses for a longer period of time? And how are these expenses <br /> calculated? <br /> b) Page 15/24 shows a table with YTM over 2022 (monthly). The question should <br /> be asked, why the YTM varies between 1 .1 to 1 .2%, when the historical Fed <br /> Funds yield are significantly higher? Ref. FFR- <br /> https://www.hsh.com/indices/federal-funds-rate.htmi <br /> c) Was establishing the 115 trust in 2018 the correct decision? <br /> Based on the data presented in item #7, the answer is an obvious NO. <br /> The total return of the conservative fund since June of 2018 is only 2.47%. <br /> The total return of Capital Growth Portfolio since June 2018 is only 4.62% <br /> Should the Pleasanton continue to fund the 115 trust? Should the 115 trust be <br /> terminated? Should Highmark Capital Management be replaced? What is the <br /> stated rate of return of CalPERS over the same time frame as Pleasanton's 115 <br /> trust? <br /> Lastly, it should be noted that Pleasanton has lost $20MM —10% in the <br /> investments it has made (book value vs. market value p.3/24). <br /> $20MM loss, below benchmark returns on 115 trust. . . .crickets <br /> $1 MM toward an all abilities skate park. . . .major campaign issue and front page <br /> headlines in local media. <br /> Exactly what are the priorities of this City Council? Staff?, and the community at <br /> large? <br /> 2 <br />
