Additionally, as shown in <br />Table 2 above, the proposed project would incorporate several 2017 Clean Air Plan control measures <br />as project design features, such as complying with energy efficiency standards contained in the <br />current version of the California Building Standards Code (CBC) and maintaining landscaping across <br />the project site. Considering this information, the proposed project would not disrupt or hinder the <br />implementation of any AQP control measures. Therefore, the proposed project is consistent with <br />Criterion 3. <br />Summary <br />As analyzed above, the proposed project would be consistent with all three criteria. Thus, the <br />proposed project would not conflict with the 2017 Clean Air Plan and would be consistent with the <br />conclusions of the Prior EIR. Therefore, there are no environmental effects that are peculiar to the <br />proposed project or the parcels on which the proposed project would be located. Impacts would be <br />less than significant and the proposed project would not result in a new or more severe adverse <br />impact that was not previously identified in the Prior EIR. <br />b) Cumulative Increase of Criteria Pollutants <br />Summary of the Prior EIR Conclusions <br />The Prior EIR found that implementation of the General Plan Amendment and Rezonings would <br />result in increased long-term emissions of criteria pollutants associated with construction activities <br />that could contribute substantially to an air quality violation. However, implementation of Prior EIR <br />MM 4.B-1a would ensure that impacts from emissions such as fugitive dust and other emissions <br />would be less than significant. Therefore, the analysis identified that this impact would be less than <br />significant with mitigation implementation. <br />Analysis of Proposed Project <br />The Prior EIR includes 400 dwelling units built within the Stoneridge Mall. The proposed project <br />includes 360 dwelling units. Therefore, the proposed project’s criteria pollutant emissions were <br />accounted for in the Prior EIR. The following analysis is provided to demonstrate consistency with <br />the impact findings included in the Prior EIR. <br />This impact is related to the cumulative effect of a proposed project’s regional criteria pollutant <br />emissions. By its nature, air pollution is largely a cumulative impact resulting from emissions <br />generated over a large geographic region. The nonattainment status of regional pollutants is a result <br />of past and present development within the San Francisco Bay Air Basin (Air Basin), and this regional <br />impact is a cumulative impact. Therefore, new development projects (such as the proposed project) <br />within the Air Basin would contribute to this impact only on a cumulative basis. No single project <br />would be sufficient in size, by itself, to result in nonattainment of regional air quality standards. <br />Instead, a project’s emissions may be individually limited, but cumulatively considerable, when <br />evaluated in combination with past, present, and future development projects.
