Impacts would be less than significant and the proposed project would not result in a new or more severe adverse impact that was not previously identified in the Prior EIR. c) Adverse Effects on Human Beings Prior EIR Conclusions The Prior EIR found that General Plan buildout would not have environmental effects, which could cause substantial adverse effects on human beings. Analysis of Proposed Project Based on the information provided in the Project Description and the responses to Sections 2.1 through 2.19 of this Checklist/Addendum, the proposed project would not cause substantial adverse effects on human beings, either directly or indirectly, because the project’s potential impacts would be mitigated to a less than significant level. With implementation of all mitigation measures and implementation measures discussed herein, the proposed project would not result in substantial adverse effects on human beings. Therefore, there are no impacts that are peculiar to the proposed project or the parcels on which the proposed project would be located. The proposed project would not result in a new or more severe adverse impact that was not previously identified in the Prior EIR.
