Impacts would be less than significant and the proposed <br />project would not result in a new or more severe adverse impact that was not previously identified <br />in the Prior EIR. <br />c) Adverse Effects on Human Beings <br />Prior EIR Conclusions <br />The Prior EIR found that General Plan buildout would not have environmental effects, which could <br />cause substantial adverse effects on human beings. <br />Analysis of Proposed Project <br />Based on the information provided in the Project Description and the responses to Sections 2.1 <br />through 2.19 of this Checklist/Addendum, the proposed project would not cause substantial adverse <br />effects on human beings, either directly or indirectly, because the project’s potential impacts would <br />be mitigated to a less than significant level. With implementation of all mitigation measures and <br />implementation measures discussed herein, the proposed project would not result in substantial <br />adverse effects on human beings. Therefore, there are no impacts that are peculiar to the proposed <br />project or the parcels on which the proposed project would be located. The proposed project would <br />not result in a new or more severe adverse impact that was not previously identified in the Prior EIR.
