Impacts would be less <br />than significant. <br />Analysis of Proposed Project <br />Consistent with the Prior EIR, the proposed project would comply with the City’s General Plan <br />policies and programs, including Municipal Code Ch. 9.20’s recycling requirements and Ch. 9.23 <br />Organics Reduction and Recycling. The proposed project would implement a Waste Diversion Plan <br />consistent with General Plan Program 26.18, which would be reviewed and approved by the City as <br />part of the land entitlement process. Therefore, the proposed project would not introduce any new <br />solid waste regulation impacts not previously disclosed by the Prior EIR. Impacts would continue to <br />be less than significant, and no mitigation is necessary. <br />Therefore, there are no solid waste effects that are peculiar to the proposed project or the parcels <br />on which the proposed project would be located. Impacts would be less than significant and the <br />proposed project would not result in a new or more severe adverse impact that was not previously <br />identified in the Prior EIR. <br />Mitigation Measures <br />Prior EIR Mitigation Measures <br />MM 4.L-2 Prior to the recordation of a Final Map, the issuance of a grading permit, the <br />issuance of a building permit, or utility extension approval to the site, whichever is <br />sooner, the applicant shall submit written verification from Zone 7 Water Agency or <br />the City of Pleasanton’s Utility Planning Division that water is available for the <br />project. To receive the verification, the applicant may need to offset the project’s <br />water demand. This approval does not guarantee the availability of sufficient water <br />capacity to serve the project. <br />Implementation of Prior EIR Mitigation Measures <br />Project-related utilities and service systems impacts will remain less than significant with <br />implementation of the Prior EIR MM’s 4.L-2 through the imposition of the following Implementation <br />Measures as Conditions of Approval: <br />Implementation Measure 1 Utilities and Service Systems <br />MM 4.L-2 shall be implemented as follows: the project applicant shall pay its pro <br />rata share of the cost to increase reservoir capacity for the project’s increase in <br />water storage demand of 0.1 MG, to be paid prior to building permit issuance. <br />Conclusion <br />The proposed project would not result in any utilities impacts beyond those considered in the Prior <br />EIR. All impacts would continue to be less than significant with the implementation of mitigation <br />from the Prior EIR, as cited below.
