City of Pleasanton—Stoneridge Mall Residential Project
Section 15183 Checklist/15164 Addendum CEQA Checklist

FirstCarbon Solutions 171
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480017/Consistency Checklist/21480017 Stoneridge Mall Residential Project Checklist
Addendum_Updated.docx
necessary, consistent with the Prior EIR. There are no proposed changes, new circumstances, or new
information that would cause new or more severe impacts.
Therefore, there are no traffic hazard effects that are peculiar to the proposed project or the parcels
on which the proposed project would be located. Impacts would be less than significant and the
proposed project would not result in a new or more severe adverse impact that was not previously
identified in the Prior EIR.
d) Emergency Access
Prior EIR Conclusions
The Prior EIR concluded that development facilitated by the Housing Element would not significantly
alter or modify the existing circulation system and would not adversely affect travel times of
emergency vehicles. Furthermore, it was concluded that all individual development project would be
required to be consistent with the City’s Fire Code as well as other regulations regarding emergency
access. It was determined that impacts would be less than significant.
Analysis of Proposed Project
The proposed project’s internal Drive Aisles A and B would be classified as fire lanes and would be
accessible by fire trucks. Therefore, emergency vehicles would able to adequately access the project
site at both the east and southwest driveways. The proposed project includes a “Keep Clear”
pavement legend along southbound Stoneridge Mall Road adjacent to the east driveway. Therefore,
the southbound queues along the east side of Stoneridge Mall Road in the PM peak-hour from office
commute traffic would not hinder an emergency vehicle from entering the project site. In addition,
emergency vehicles could use lights and sirens to bypass any congestion along Stoneridge Mall Road,
and emergency vehicles could access the project site using the other driveways along the south side
of Stoneridge Mall Road. Therefore, sufficient emergency access would be provided and the
proposed project would not conflict with the City’s adopted plans and policies as it relates to
emergency access. Impacts would continue to be less than significant, and no mitigation is
necessary, consistent with the Prior EIR. There are no proposed changes, new circumstances, or new
information that would cause new or more severe impacts.
Therefore, there are no emergency access effects that are peculiar to the proposed project or the
parcels on which the proposed project would be located. Impacts would be less than significant and
the proposed project would not result in a new or more severe adverse impact that was not
previously identified in the Prior EIR.
e) Level of Service
Prior EIR Conclusions
The Prior EIR addresses the Housing Element’s potential to conflict with an applicable plan,
ordinance, or policy establishing measures of effectiveness for the performance of the circulation
system under Existing Plus Project conditions, Cumulative 2025 No Project conditions, and
Cumulative 2025 Plus Project conditions. The City’s General Plan standards for acceptable level of
