There are no proposed changes, new circumstances, or new <br />information that would cause new or more severe impacts. <br />Therefore, there are no traffic hazard effects that are peculiar to the proposed project or the parcels <br />on which the proposed project would be located. Impacts would be less than significant and the <br />proposed project would not result in a new or more severe adverse impact that was not previously <br />identified in the Prior EIR. <br />d) Emergency Access <br />Prior EIR Conclusions <br />The Prior EIR concluded that development facilitated by the Housing Element would not significantly <br />alter or modify the existing circulation system and would not adversely affect travel times of <br />emergency vehicles. Furthermore, it was concluded that all individual development project would be <br />required to be consistent with the City’s Fire Code as well as other regulations regarding emergency <br />access. It was determined that impacts would be less than significant. <br />Analysis of Proposed Project <br />The proposed project’s internal Drive Aisles A and B would be classified as fire lanes and would be <br />accessible by fire trucks. Therefore, emergency vehicles would able to adequately access the project <br />site at both the east and southwest driveways. The proposed project includes a “Keep Clear” <br />pavement legend along southbound Stoneridge Mall Road adjacent to the east driveway. Therefore, <br />the southbound queues along the east side of Stoneridge Mall Road in the PM peak-hour from office <br />commute traffic would not hinder an emergency vehicle from entering the project site. In addition, <br />emergency vehicles could use lights and sirens to bypass any congestion along Stoneridge Mall Road, <br />and emergency vehicles could access the project site using the other driveways along the south side <br />of Stoneridge Mall Road. Therefore, sufficient emergency access would be provided and the <br />proposed project would not conflict with the City’s adopted plans and policies as it relates to <br />emergency access. Impacts would continue to be less than significant, and no mitigation is <br />necessary, consistent with the Prior EIR. There are no proposed changes, new circumstances, or new <br />information that would cause new or more severe impacts. <br />Therefore, there are no emergency access effects that are peculiar to the proposed project or the <br />parcels on which the proposed project would be located.
