The Prior EIR found that there would not <br />be a loss of availability of a known mineral resource that would be of value to the region and the <br />residents of the State, or a loss of availability of a locally important mineral resource recovery site <br />delineated on a local general plan, specific plan, or other land use plan. Therefore, the Prior EIR <br />concluded that there would be no impact on mineral resources. <br />Analysis of Proposed Project <br />As described above, the project site is partially located in an MRZ-3 zone, meaning that part of the <br />project site may contain mineral resources of unknown value.76 However, the project site is currently <br />developed with a parking lot and is not undergoing mining activities. In addition, the development of <br />mining operations is not permitted under the PUD-Mixed-Use zoning, as stated under the <br />Pleasanton Municipal Code Chapter 18.44, Commercial Districts.77 There would continue to be no <br />impact, and no mitigation is necessary, consistent with the Prior EIR. There are no proposed changes, <br />new circumstances, or new information that would cause new or more severe impacts. <br />Therefore, there are no environmental effects that are peculiar to the proposed project or the <br />parcels on which the proposed project would be located. There is no new or more severe adverse <br />impact that was not previously identified in the Prior EIR. <br />Mitigation Measures <br />No mitigation is required. <br />Conclusion <br />There is no additional information identifying new significant effects, nor is there an increase in the <br />severity of previously identified impacts related to mineral resources. The conclusions from the Prior <br />EIR regarding mineral resources remain unchanged. No further analysis is required. <br />The proposed project is consistent with the development evaluated in the certified Prior EIR and <br />would not result in any impacts related to mineral resources. Accordingly, the proposed project <br />would not result in new impacts or increase the severity of any previously identified impacts as <br />compared to what was already identified and disclosed, either individually or cumulatively. <br />Further environmental analysis is not required because: <br />• No impacts have been identified as a result of the proposed project or its site. <br />• There are no potentially significant impacts that were not analyzed as significant in the <br />Prior EIR. <br /> <br />76 California Geological Survey. 2015.
