The Stoneridge <br />Mall Road and Embarcadero Court bus stop, which is serviced by the Wheels Bus Routes 3 and 53, is <br />located approximately 300 feet from the project site. <br />2.2.6 - Off-site Improvements <br />The proposed project would include approximately 0.36 acres of off-site construction. This would <br />include the portion of Drive Aisles A and B that extend beyond the property line. <br />2.2.7 - Utilities <br />The proposed project would be subject to current requirements and fees relating to all utilities, <br />including sewer and water, and all current development impact fees. Water and sewer service would <br />be provided by the City. Electricity infrastructure would be provided by Pacific Gas and Electric <br />Company (PG&E). The City adopted the East Bay Community Energy (EBCE) community choice <br />aggregation program in 2021, meaning EBCE would be the proposed project’s electricity provider. <br />The building would be required to be all electric per the City’s local building codes.17 Stormwater <br />would be managed with multiple bioretention systems, generally located near the eastern boundary <br />and southwest corner of the project site. Section 2.18, Utilities and Service Systems, provides more <br />specifics about utility tie-ins. <br />2.2.8 - Project Schedule and Phasing <br />Implementation of the proposed project would include removal of all existing vegetation and <br />removal of the existing parking lot, as well as site grading, paving, and construction of the proposed <br />development. The construction phases and approximate dates for their duration are outlined below: <br />• Demolition and Site preparation (1 month): During this phase, the project site would be <br />readied for construction, including removal of existing vegetation and the parking lot. <br />• Grading (1 month): During this phase, grading of the entire project site would occur. <br />• Construction (20 months): This phase includes construction of the proposed residential <br />building, parking structure, and group open space. <br />• Paving (1 month): This phase includes paving and striping of the parking areas and <br />driveways, as well as construction of building setbacks and signage. <br />• Architectural Coating (5.5 months): This phase involves the application of architectural <br />coatings, which would begin during building construction activities. <br /> <br />The proposed project is anticipated to be constructed over a 28-month period, from June 2023 <br />through October 2025.
