Description of Project <br />The proposed project consists of a single building with 5-6 stories, 360 multi-family <br />residential units, 18,000 square feet of private open space, 24,064 square feet of group <br />usable open space, and approximately 62,826 square feet of public outdoor space. The total <br />amount of new construction, including parking, would be approximately 618,370 square feet <br />of gross floor area. The project would include a parking garage with 473 parking spaces. <br />9. Requested Permits/Approvals <br />• PUD Development Plan Approval (which incorporates Design Review) (PUD—136) <br />• Affordable Housing Agreement <br />• Growth Management Agreement <br />• Parcel Map and/or Lot line and easement adjustments <br />• Demolition Permit <br />• Grading Permit <br />• Encroachment Permit <br />• Building Permit <br />• Heritage Tree Removal Permit <br /> <br />1.2 - Background <br />On July 21, 2009, the City of Pleasanton (City) adopted the Pleasanton General Plan Update 2005– <br />2025 (General Plan), after certification of the Pleasanton General Plan Update 2005–2025 Program <br />Environmental Impact Report (Program EIR) (State Clearinghouse Number 205122139). <br />On January 4, 2012, under Resolution No. 12-493 (Appendix A), the City certified the Housing <br />Element Supplemental Environmental Impact Report for the City of Pleasanton Housing Element and <br />Climate Action Plan General Plan Amendment and Rezonings (State Clearinghouse Number <br />2011052002). The document supplemented information in the City of Pleasanton General Plan <br />Update 2005-2025 Program EIR (State Clearinghouse No. 2005122139) relating to an updated <br />Housing Element (including eliminating the housing cap), the adoption of a Climate Action Plan, and <br />related General Plan Amendments and Rezonings in accordance with CEQA. Related thereto, the City <br />adopted Resolution No. 12-492 the Mitigation Monitoring and Reporting Program (MMRP) and <br />Statement of Overriding Considerations prior pursuant to CEQA (Public Resources Code [PRC] § <br />21000, et seq.) prior to approving the Housing Element and Climate Action Plan. <br />The Prior EIR considered the potential impacts that were likely to result from implementation of the <br />policies and programs contained within the updated Housing Element and Climate Action Plan and <br />the changes in land use designations proposed in the General Plan Amendment and Rezonings. <br />Within the Prior EIR, the City identified 21 potential sites for rezoning and the buildout potentials of
