Box 2922 <br />Dublin, CA 94568 <br />SUBJECT: Pleasanton Housing Element Update Final DEIR – Completed Mitigation <br />Measures for Biological Resources (State Clearinghouse Number 2022040091) <br />Dear Mr. Summers: <br />This letter has been prepared to provide Foothill Boulevard Holding Company, LLC with a <br />summary of biological documents/surveys prepared by Olberding Environmental in association <br />with the Merritt Property (Property) located east of Foothill Boulevard in unincorporated Alameda <br />County. <br />Olberding Environmental has obtained U.S. Army Corps of Engineers (Corps) verification of a <br />Jurisdictional Delineation prepared for the Property in October 2021. In summary, the Corps <br />verified a single ephemeral drainage channel approximately 60 feet in length (0.03 acres) in the <br />southeast corner of the property, adjacent to the Interstate 680 soundwall. A second jurisdictional <br />feature (intermittent drainage) was verified offsite along Foothill Boulevard, northwest of the <br />Property. Results of an initial biological reconnaissance survey concluded that habitat west of the <br />Property had potential for California red-legged frog (CRLF). To document the potential for onsite <br />CRLF occurrence U.S. Fish and Wildlife Service (USFWS) protocol surveys were performed by <br />Olberding Environmental in 2021/2022. Results of the protocol surveys were negative. Olberding <br />Environmental has completed a comprehensive Biological Resources Analysis document for the <br />Property. <br />Pages ES-12, 13 and 14 of the DEIR for the City of Pleasanton 2023-2031 Housing Element update <br />prepared by FirstCarbon Solutions, dated October 19, 2022, Section 3.3 Identifies Biological <br />Resources potential impacts and mitigation measures.
