Box 520 <br />Pleasanton, California 94566-0802 <br />Phone 925-931-5600 • pod@cityofpleasantonca.gov <br />www.pleasantonpermits.com <br />GHG EMISSION COMPLIANCE CHECKLIST <br />The City of Pleasanton has adopted the Climate Action Plan (CAP) 2.0 that establishes 2030 <br />and 2045 greenhouse gas (GHG) emissions targets. The CAP 2.0 includes specific strategies <br />and actions to reduce emissions to 4.11 MTCO2e per capita by 2030 (70 percent below 1990 <br />levels) and provide substantial progress towards carbon neutrality by 2045. This is consistent <br />with and exceeds California’s goal of reducing GHG emissions to 40 percent below 1990 levels <br />(per Senate Bill 32) by 2030 and neutrality (per Executive Order B-55-18) by 2045. <br /> <br />Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15183.5, a lead <br />agency may determine that a project’s incremental contribution to a cumulative effect is not <br />cumulatively considerable if it complies a previously adopted plan. The CAP 2.0 is considered a <br />“qualified” GHG reduction strategy and provides CEQA streamlining for future development that <br />are subject to discretionary review and trigger environmental review pursuant to the CEQA. The <br />purpose of the following GHG Emission Compliance Checklist (herein referred to as “Checklist”) <br />is to assist with determining CAP 2.0 consistency for a future development project or plan <br />(herein referred to as the “Project”). <br /> <br />The CAP 2.0 includes actions that are both mandatory and voluntary actions, both contained in <br />this Checklist. While mandatory actions that are required, voluntary actions are encouraged. <br />Funding may be available for certain efforts as noted in the Checklist. Projects that are <br />consistent with the CAP 2.0, as determined using this Checklist, may rely on the programmatic <br />CAP 2.0 Initial Study-Negative Declaration GHG emissions analysis for the respective project- <br />and cumulative-level GHG emissions impacts analysis. Inconsistency with any of the applicable <br />mandatory actions in this Checklist would make a Project inconsistent with the overall Checklist. <br />Projects that are identified as inconsistent with the CAP 2.0 through the use of this <br />Checklist must prepare a project-specific analysis of GHG emissions, including <br />quantification of existing and projected GHG emissions compared to BAAQMD GHG <br />emissions thresholds or other GHG emissions thresholds determined appropriate by the <br />City. Said projects must still incorporate CAP 2.0 actions in this Checklist to the extent <br />feasible. <br /> <br />This Checklist may be periodically updated to incorporate new GHG reduction techniques, to <br />comply with later amendments to the CAP, or to reflect changes in other sustainability-focused <br />local, State, or federal laws, regulations, ordinances, and programs. <br /> <br />Checklist Applicability <br />The Checklist includes a column with the applicable regulation, project type, requirements, <br />Project compliance, and explanation. The Project Type column of the Checklist indicates <br />regulation applicability based on project type. Project types include: <br />• Renovations and additions <br />• New construction (which includes any new buildings irrespective of existing development <br />on a lot as well as any development on a vacant lot)
