(Ramboll) conducted a health risk assessment (HRA) <br />on the future residents at the proposed 2022 Stoneridge Mall Residential Project in <br />Pleasanton, California (the “Project”). <br />The Project is located in the area previously analyzed in the City of Pleasanton’s <br />2012 Housing Element Supplemental Environmental Impact Report (SEIR) and <br />would provide new housing consistent to the 2012 Housing Element. The Project’s <br />location in relationship to the land uses in the vicinity is shown in Figure 1. The <br />Project would need to comply with the mitigation measures in the SEIR. The SEIR’S <br />Mitigation Measure (MM) 4.B-4 requires the Project to conduct an HRA to determine <br />the exposure of Project residents to air pollutants emanating from the Project and <br />the surrounding area: <br />Air Quality MM 4.B-4: Reduce Exposure to Toxic Air Contaminants <br />(TACs). On project sites where screening thresholds are exceeded, the <br />following measures shall be implemented for development on all the <br />potential sites for rezoning to reduce exposure to TACs and improve <br />indoor and outdoor air quality: <br />Indoor Air Quality - In accordance with the recommendations of the Bay <br />Area Air Quality Management District (BAAQMD), appropriate measures <br />shall be incorporated into building design in order to reduce the potential <br />health risk due to exposure of sensitive receptors to TACs. Project <br />applicants shall retain a qualified air quality consultant to prepare <br />a health risk assessment (HRA) in accordance with the BAAQMD <br />requirements to determine the exposure of project <br />residents/occupants/users to air pollutants prior to Planning Unit <br />Development (PUD) approval. The HRA shall be submitted to the <br />community Development Department for review and approval. The <br />applicant shall implement the approved HRA mitigation measure <br />recommendations, if any, in order to reduce exposure to TACs below <br />BAAQMDs threshold of significance at the time of project approval. <br />Housing units shall not be sited in any incompatible areas, such as if the <br />HRA finds TAC exposure that cannot be reduced to less than significant, <br />or if required mitigation cannot be feasibly implemented.
