Resolution No. PC-2023-06 <br />Page Fifteen <br /> <br /> <br />b. Establish procedures and a contact phone number for a site manager the residents can <br />call to address any noise complaints. <br /> <br />MM 4.J-9. Prior to prior to PUD approval a potential site for rezoning would add traffic noise in <br />exceed of 55 dBA described in Table 4.J-7, the project applicant shall conduct an off-site noise <br />study to determine the project contribution to off-site roadway noise and contribute its fair-share <br />to mitigate the established noise impact. <br /> <br />Implementation Measure 1 for MM 4.J-9. Traffic Noise Increase Reduction Measure. MM <br />4.J-5a and MM4.J-9 shall be implemented as follows: the project applicant shall pay an amount <br />equal to the project’s percentage of traffic on each road segment anticipated to be affected by the <br />project, multiplied by the incremental cost of using noise-attenuating pavement instead of regular <br />pavement on that segment, to be paid prior to issuance of the first certificate of occupancy. If the <br />cost amounts are not available at the time of project approval, the Community Development <br />Director, or other City-designated official, shall identify that incremental cost prior to issuance of <br />building permits. These fees will go to pay for the City to install noise-attenuating pavement, such <br />as rubberized Hot-Mix Asphalt (R HMA), on the following eight impacted roadway segments: <br />1. Foothill Road north of Canyon Way (project’s share is 1.65 percent) <br />2. Foothill Road south of Canyon Way (project’s share is 0.81 percent) <br />3. Canyon Way east of Foothill Road (project’s share is 2.16 percent) <br />4. Springdale Avenue north of Stoneridge Drive (project’s share is 0.33 percent) <br />5. Springdale Avenue east of Springdale Avenue (project’s share is 0.15 percent) <br />6. Stoneridge Mall Road north of Stoneridge Drive (project’s share is 3.42 percent) <br />7. Stoneridge Drive east of Stoneridge Mall Road (project’s share is 1.69 percent) <br />8. Stoneridge Drive west of Stoneridge Mall Road (project’s share is 0.15 percent) <br /> <br />Implementation Measure 2 for MM 4.J-9. Traffic Noise Exceedance Reduction Measure. MM <br />4.J-5c. shall be implemented as follows: the project shall include construction of a barrier along <br />the north and east sides of the northeastern Level 4 rooftop deck. The barriers should run the <br />length of the east and north edges of the rooftop deck, be at least approximately six feet high, <br />have a minimum surface weight of approximately three pounds per square foot, and have no <br />cracks or gaps. Glass or another transparent material can be used. With the barrier in place, <br />traffic noise levels would be reduced to below 65 dBA Ldn at the northeast rooftop deck Level 4. <br /> <br />MM 4.N-7. The City shall require developers on the potential sites for rezoning to contribute <br />fair-share funds through the payment of the City of Pleasanton and Tri-Valley Regional traffic <br />impact fees to help fund future improvements to local and regional roadways. (Project Specific <br />Condition) <br /> <br />HOUSING DIVISION – 925-931-5007 <br /> <br />39. AFFORDABLE HOUSING AGREEMENT: Prior to issuance of a Building Permit, the applicant <br />shall execute the City Council-approved Affordable Housing Agreement. (Project Specific <br />Condition) <br /> <br />BUILDING AND SAFETY DIVISION – 925-931-5300 <br /> <br />40. BUILDING AND FIRE CLEARANCE: Prior to issuance of a business license, the applicant shall <br />contact the Building and Safety Division and the Fire Department to ensure the proposed use of <br />the tenant space meets Building and Fire Code requirements. If required, the applicant shall <br />obtain all appropriate City permits.
