BACKGROUND
City staff and course operator CourseCo have designed a multi-year bunker improvement plan
that includes renovation every other year of several bunkers of the course's 58 bunkers. This
improvement plan is typical among golf course maintenance practices to repair wear and tear
on heavily used areas of the course and to address any maintenance matters that typically
occur in bunkers and tees, including grade improvements, rebuilding slopes and improving
drainage to improve playability. As a continuation of Callippe Preserve Golf Course renovation
work and identified maintenance concerns, on September 6, 2022, the City Council awarded a
not-to-exceed contract to D.H.R. Construction, Inc. for the renovation of six bunkers on holes
#4, #6, #7 and #17 according to the standards and specifications of the Better Billy Bunker
Method (best practice for bunker construction and rehabilitation).
DISCUSSION
This project included renovation of the bunkers on holes #4, #6, #7, and #17 according to the
standards and specifications of the Better Billy Bunker Method. The scope of the bunker
renovation project included removing the existing sand, gravel and drainpipe. Utilizing the Better
Billy Bunker Method, new drainpipe, gravel, polymer, and sand was installed such that dirt is
prevented from washing off bunker slopes. The Better Billy Bunker Method is a patented method
for building and renovating golf course sand bunkers to improve infiltration of water through a
drainage system that reduces the chance of contamination of the sand and to reduces erosion
and maintenance to provide a consistent playable sand bunker. There were no interruptions for
this project. All work has been completed to the satisfaction of the Interim Director of Operations
and Water Utilities and it is recommended that the project be accepted as complete.
Staff recommends that Council 1) accept the project as complete, 2) authorize the City Clerk to
file a Notice of Completion for the project, and 3) authorize payment of the retention in the
amount of$13,041.25 to D.H.R. Construction, Inc. thirty days after recordation of the Notice of
Completion.
Submitted by: Fiscal Review: Approved by:
Tamara Baptista Susan Hsieh Gerry Beaudin
Interim Director of Operations Director of Finance City Manager
and Water Utilities
