CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> February 21 , 2023 <br /> Operations Services <br /> TITLE: APPROVE CONTINUATION OF LOCAL DROUGHT EMERGENCY <br /> SUMMARY <br /> On October 5, 2021 , City Council adopted urgency Ordinance No. 2225 declaring <br /> a Local Drought Emergency due to the critically reduced water supplies and continued <br /> extreme dry weather for the protection of public health, safety, and welfare. Calendar <br /> year 2022 was a critically dry year and the third dry year in a row. The Zone 7 Water <br /> Agency (Zone 7) State Water Project (SWP) allocation for 2022 was five percent, <br /> following a five percent allocation in 2021, and a 20 percent allocation in 2020. The <br /> Water conservation target of 15 percent reduction has been met for seven consecutive <br /> months: May, June, and July, August, September, October, November, December 2022 <br /> and January 2023. Recent heavy rains in recent weeks have eased drought conditions <br /> however SWP allocations for 2023 have not yet been made so changes in conservation <br /> targets have not been announced yet. There is sufficient uncertainty with water <br /> availability to support the continuation of the declaration of a Local Drought Emergency <br /> for the next 60 days. <br /> RECOMMENDATION <br /> Staff recommends that the City Council approve the continuation of the Local Drought <br /> Emergency. <br /> FINANCIAL STATEMENT <br /> There is no financial impact to continue the Local Drought Emergency. <br />
