Authorize an application for State Homeland Security Grant for funds to purchase a tactical robot <br /> in the amount of $108,646 <br /> Recommendation: Authorize the Police Department to seek grant funding in the amount of <br /> $108,646 through the State Homeland Security Grant 2023 application process. <br /> Mayor Brown opened the public hearing. The following speaker provided public comment: Bryon <br /> Tor. Mayor Brown closed the public hearing. <br /> MOTION: It was m/s by Testa/Arkin to approve the consent calendar as recommended. Motion <br /> passed by the following vote, with Councilmember Nibert abstaining on item 7: <br /> Ayes: Councilmembers Arkin, Balch, Nibert, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> MEETING OPEN TO THE PUBLIC <br /> 20. Public Comment regarding items not listed on the agenda <br /> Mayor Brown opened public comment. There being no speakers, Mayor Brown closed the public <br /> comment. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 21. Consider the proposed modifications to the Draft 6m Cycle Housing Element Update and <br /> proposed rezoning sites <br /> Recommendation: Review and provide direction on the 6th Cycle (2023-2031) Draft Housing <br /> Element Update modifications and proposed rezone site list for inclusion in the Housing Element. <br /> Staff recommends including areas 29, 16, 19, 7, 2, 14, 6, 5, 8, and 9. Staff also recommends <br /> including areas 25, 18, 27, 21, 23, 22, and 1. <br /> Community Development Director Ellen Clark and Associate Planner Megan Campbell presented <br /> the item. <br /> City Attorney Dan Sodergren advised that Councilmembers Testa and Balch reside within 500 <br /> feet of potential sites on the inventory list. Both received advice from the Fair Political Practices <br /> Commission (FPPC) and FPPC found that based on exception to the Political Reform Act, the <br /> councilmembers may participate in the discussion and decision to approve the list as a whole, <br /> general policy decisions applicable to all properties on the list, and general decisions relating to <br /> the draft element. However, FPPC noted the exception may not apply to a decision to remove a <br /> site that is in proximity to their homes or discussion of parameters to sites that do not apply to the <br /> list as a whole. <br /> City Attorney Dan Sodergren suggested that sites 25 (Pleasanton Unified School District site) and <br /> 26 (St. Augustine site) be addressed separately for questions and decisions due to <br /> Councilmembers Testa and Balch living within 500 feet of each of the sites respectively. <br /> Mayor Brown opened the public hearing.
