THE QTY ATTACHMENT B
pLEASANTON.
City of Pleasanton
Stoneridge Mall Framework
Joint Planning Commission and Community Meeting
Wednesday, September 26, 2022, 6:00 p.m. via Zoom
Introduction
On September 26, 2022, the City of Pleasanton hosted a Joint Planning Commission and Community
Meeting, the first in a series of community meetings for the Stoneridge Mall Framework project. This meeting
is part of a comprehensive public engagement strategy, intended to inform the community about the
Stoneridge Mall Framework and provide opportunities for residents and stakeholders to voice opinions
throughout the process. The purpose of this meeting was to introduce and review the Stoneridge Mall
Framework process and receive initial community input both generally and regarding a key set of topics:
entry to the mall, community-oriented elements to include at the mall, and locations for community-oriented
activity areas.
Outreach
Invitations to the community meeting were distributed via email to approximately 250 subscribers to the
Stoneridge Mall Framework opt-in email notification list.
Additionally, the community meeting was promoted through the Housing Element Update website
(www.StoneridqeMallFramework.com),the City website(www.cityofpleasantonca.gov),advertised in local
newspapers including a focused article, advertised in the City weekly e-newsletter,and announced on the
following City social media accounts: Facebook,Twitter, and Nextdoor. Postcards were mailed to over 500
addresses in advance of the meeting, inviting property owners and residents to sign up for project notifications and
information, including information about the upcoming meeting.
Format
This community meeting offered an alternative meeting format that was solely focused on the Stoneridge
Mall Framework process and scheduled outside of formal City Council and Commission meetings (it was a
special meeting of the Planning Commission). The meeting was held virtually via Zoom with the option to
participate over the phone. The meeting was recorded and posted to the Stoneridge Mall Framework website
so it could be viewed at any time. Also, the presentation included the City's project contact information and
was posted on the Stoneridge Mall Framework website to facilitate additional comments or questions.
The meeting was opened by Ellen Clark, Director of Community Development, who welcomed attendees and
introduced the City staff team, Van Meter Williams Pollack (urban design and Planning consultant firm),
Economic & Planning Systems (market, economic and fiscal analysis firm) and Fehr & Peers (traffic and
transportation firm) staff. The team presented on the following topics (attached as Exhibit A):
• Framework Project overview
• Existing Conditions, Opportunities and Constraints
• Mall Redevelopment Examples
• Design and Placemaking Elements
During the presentation, attendees were encouraged to participate by taking part in live polling and ask
questions/provide comments through the Zoom chat function. After the introductory presentation on behalf
of the project team, the attendees were assigned to one of eight virtual breakout rooms for a facilitated
discussion (see Breakout Rooms below). Attendees of the meeting reconvened as a large group after the
breakout sessions to discuss the outcome of the small-group conversations.
