The BAAQMD maintains that these <br /> thresholds are intended to maintain ambient air quality concentrations ofthese criteria air pollutants below <br /> state and federal standards and to prevent a cumulatively considerable contribution to regional <br /> nonattainment with ambient air quality standards. The TAC thresholds (cancer and noncancer risks) and <br /> local CO thresholds address the third significance criterion, and the BAAQMD odors threshold addresses <br /> the fourth significance criterion. <br /> Impact Discussion <br /> a) Would the project conflict with or obstruct implementation of the applicable air quality plan? <br /> An area is designated as "in attainment" when it is in compliance with the federal and/or State <br /> standards.
