THE lil'( ',t <br /> April 2022 <br /> PLEASA-NTON. <br /> Proposed Mitigated Negative Declaration <br /> for the <br /> Augustin Bernal Mountain Bike Trail Project <br /> Proposed Project <br /> The proposed project would develop an approximately 0.7-mile-long(3,700 linear feet)technical mountain bike trail <br /> within and adjacent to Augustin Bernal Community Park in the City in part replacing an existing unofficial user-created <br /> trail,and decommission 4,300 linear feet of other existing unofficial user-created trails.The new trail would consist of an <br /> appropriately designed and engineered trail to minimize erosion and user risks and reduce potential pedestrian/bicyclist <br /> conflicts on the multi-use trails in Augustin Bernal Community Park by encouraging some of the existing downhill <br /> mountain bike traffic currently using the multi-use trails to divert to the new trail. Other user-created trails would be <br /> decommissioned to minimize potential adverse effects to the vegetation and wildlife in the park. Construction of the <br /> proposed trail would require minor grading and vegetation clearing along the entire bike trail alignment. <br /> Decommissioning existing user-created trails would involve removing constructed features such as berms and jumps, <br /> rehabilitating soil,and broadcasting a seed mix to promote new vegetation growth.Refer to the attached Initial Study for <br /> additional project information, including figures of the project location, proposed trail alignment and design, proposed <br /> trails to be decommissioned,and existing site conditions. <br /> Environmental Analysis <br /> An Initial Study for the proposed Augustin Bernal Mountain Bike Trail project was prepared in accordance with CEQA <br /> (Section 21000 et seq., California Public Resources Code) and the CEQA Guidelines (Section 15000 et seq.Title 14, <br /> California Code of Regulations). The analysis in the Initial Study determined that the project could have potentially <br /> significant impacts to the following resource categories: Biological Resources, Cultural Resources, Geology and Soils, <br /> Hazards and Hazardous Materials, Hydrology and Water Quality, Public Services, Recreation, and Tribal Cultural <br /> Resources.The Initial Study identifies the following mitigation measures to address these potential impacts: <br /> Mitigation Measure BIO-1-Special-Status Plant Compensatory Mitigation <br /> Mitigation Measure CUL-1-Treatment of Unanticipated Cultural Resources <br /> Mitigation Measure CUL-2-Treatment of Unanticipated Human Remains <br /> Mitigation Measure GEO-1- Erosion Control <br /> Mitigation Measure GEO-2-Treatment of Unanticipated Paleontological Resources <br /> Mitigation Measure HAZ-1- Management of Hazardous Materials During Construction <br /> Determination <br /> As demonstrated in the Initial Study,the City finds that,with implementation of the identified mitigation measures,there <br /> is no substantial evidence that the proposed project would have a significant effect on the environment.Therefore,the <br /> City has prepared this Proposed Mitigated Negative Declaration for the Augustin Bernal Mountain Bike Trail Project for <br /> adoption following public review of the attached Initial Study and supporting documentation. <br /> V-44 � 4/13/2022 <br /> Matt Gruber,City Landscape Architect;Engineering Department Date <br /> Augustin Bernal Mountain Bike Trail Project <br />
