However, the purchase of the properties and removal of the tree <br /> provided an opportunity to provide a better trail design and to meander the creek further <br /> to the east to meet the RWQCB request for a more natural-looking creek. <br /> On December 7, 2021, staff and MIG presented the currently proposed design of the <br /> parks (see Attachment 1) to the regulatory agencies at an interagency meeting <br /> arranged by the Army Corp of Engineers. The regulatory agencies indicated that the <br /> design met their expectations and that it would likely be approved if submitted as <br /> shown. <br /> Staff presented the regulatory agency-supported updated Lions Wayside and Delucchi <br /> Parks conceptual plan to the Parks and Recreation Commission on February 10, 2022, <br /> for its review and recommendation. The Commission unanimously recommended <br /> approval of the draft conceptual design for Lions Wayside and Delucchi Parks with a <br /> recommendation that the bandstand be placed closer to Railroad Avenue, similar to <br /> what was shown in the Parks and Recreation Commission's 2019 preferred concept <br /> plan (Option B) and that the design contains a safety component for pedestrians <br /> crossing Neal Street. <br /> On April 12, 2022, the City Council reviewed the updated conceptual plan, which <br /> included the following changes to the design: <br /> • Daylighting Kottinger Creek instead of undergrounding the creek and relocating <br /> the creek further to the east to address regulatory agency direction <br /> • Relocating the bandstand to be on the west side of the creek and reorienting the <br /> bandstand to face towards downtown <br /> • Redesigning to address the required removal of the Blue Gum Eucalyptus <br /> • Revising the design to include the property to the north of Lions Wayside Park <br /> that the City purchased to provide more parking and landscaping. <br /> At the April 12, 2022, meeting Council expressed its support of the design, including the <br /> orientation of the Chan Henderson Bicentennial Bandstand and regional trail as <br /> indicated on the plan, and directed staff to proceed with public outreach. The outreach <br /> intended to seek community comment and concerns on the concept plan for the Lions <br /> Wayside and Delucchi Parks Master Plan update since it was significantly different from <br /> concepts that had been presented in the past. <br /> In May 2022, the existing bandstand required removal due to safety concerns. Staff set <br /> up poles with string lights as a temporary solution for the 2022 Summer Concerts in the <br /> Park series. Implementation of the park renovations in accordance with the Master Plan <br /> will provide a permanent solution for the bandstand, but since funding requirements <br /> may delay the park renovations, staff has been researching other interim bandstand <br /> alternatives which will be brought to the City Council at a future meeting. <br /> DISCUSSION <br /> The most recent public outreach process for updating the master plan included setting <br /> up booths at existing events to solicit feedback, hosting a dedicated public outreach <br /> Page 5 of 9 <br />
