BACKGROUND <br /> The current Pleasanton Rides fleet consists of three gas powered vehicles, including a <br /> 2018 Dodge BraunAbility van, a 2017 Ford Transit passenger bus, and a 2006 Ford <br /> E350 passenger bus. Pleasanton Rides program vehicles are typically purchased every <br /> three to four years, allowing the City to retire older vehicles. If secured, Pleasanton <br /> Rides will put the new vehicle into operation and have access to four vehicles. Ridership <br /> continues to increase coming out of the pandemic: in December 2021 Pleasanton Rides <br /> provided 281 trips, and in December 2022 Pleasanton Rides provided 489 trips. <br /> DISCUSSION <br /> The addition of a new electric vehicle will increase service opportunities, prepare for <br /> eventual repair and replacement of current vehicles, and support the City's Climate <br /> Action Plan (CAP 2.0) goals of advancing vehicle decarbonization throughout the <br /> community, which includes transitioning the municipal fleet to all-electric (Action P5). <br /> The 2022 Lightning eMotors FT3-86 Transit Passenger Van features up to 140-200 <br /> miles per charge (current daily miles per vehicle are slightly more than 100 miles), up to <br /> eight passengers per trip, and an Americans with Disabilities Act (ADA) lift. <br /> Black Tie Transportation will maintain and store the vehicle and install a charging <br /> station to keep the vehicle powered. The City will reimburse Black Tie Transporation for <br /> the charging station installation. This expense is estimated to be under $7,000 and will <br /> be paid for with the contingency funds already budgeted in the Operator Agreement with <br /> Black Tie Transportation. The contingency fund balance is $177,116 and has only been <br /> used once for a $2,164 repair in March 2021. While not in use the vehicle will be stored <br /> (with other Pleasanton Rides vehicles) at Black Tie Transportation. Vehicle life <br /> expectancy is noted as: seven years/3000 charging cycles for the battery, 10 years for <br /> the van body, and seven years for ADA lift. The vehicle will be included in the fleet <br /> vehicle repair and replacement program. <br /> The vehicle would be purchased through a cooperative purchasing agreement with <br /> Sourcewell, specifically through contract number 091521-NAF. Sourcewell, a fleet vehicle <br /> purchasing entity, was established with the statutory purpose to assist public agencies in <br /> meeting specific needs which are more efficiently delivered cooperatively than by an entity <br /> individually. Jurisdiction clients can utilize cooperative purchasing contracts through similar <br /> joint powers, intergovernmental cooperation, or cooperative purchasing laws in their <br /> respective jurisdictions.
