the services of independent consultants to aid the Open Space Committee in carrying <br /> out its duties to identify open space areas in need of protection and to make plans for <br /> their acquisition. <br /> In accordance with the Altamont Landfill Settlement Agreement, the Open Space <br /> Committee is tasked with annually preparing a priority list of properties for acquisition in <br /> fee or permanent easement for the eastern and western areas. The Open Space <br /> Committee developed a list of general priority areas over the course of several meetings <br /> in 2022. Each committee member provided their jurisdiction's conservation priorities. In <br /> addition, open space organizations, including the Tri-Valley Conservancy, Alameda <br /> Creek Alliance, Save Mount Diablo, California Rangeland Trust, and East Bay Regional <br /> Park District presented the priority areas that had been identified by each organization. <br /> On September 16, 2022, the Open Space Committee recommended a priority list based <br /> on the outcome of these meetings. Pursuant to the Agreement this list must be <br /> submitted to and accepted by the associated governing bodies by March 1 of each year. <br /> DISCUSSION <br /> The Open Space Committee's 2023 recommended general priority areas of properties <br /> for acquisition includes the following locations: <br /> EASTERN AREA WESTERN AREA <br /> • Doolan Canyon Area • Pleasanton Ridge <br /> • Springtown Alkali Sink • Arroyo Mocho <br /> • Tesla/Corral Hollow • Dublin Hills <br /> • Cedar Mountain <br /> • Brushy Peak <br /> • Altamont Pass wildlife corridors <br /> The Settlement Agreement requires that the priority lists of properties for future <br /> acquisition be based on the criteria in Subsection 7.4.2: <br /> 1. Properties with significant value for preservation of native biological diversity <br /> and/or wildlife; and <br /> 2. Properties having significant value for visual character and/or non-motorized <br /> recreation. <br /> Additional criteria developed and utilized by the Open Space Committee include <br /> strategic value in land protection, additional funding sources, and willing sellers, each of <br /> which are reflected in the recommendation. <br /> Page 2 of 3 <br />
