RESOLUTION NO. 23-1353 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> AUTHORIZING THE CITY MANAGER TO EXECUTE A LETTER OF INTENT WITH <br /> THE ALAMEDA COUNTY FIRE DEPARTMENT TO NEGOTIATE THE TERMS OF A <br /> PROPOSAL FOR AMBULANCE SERVICES AND/OR EMERGENCY MEDICAL <br /> SERVICES IN ALAMEDA COUNTY <br /> WHEREAS, in 2019 Alameda County, under their sole authority, awarded the contract <br /> for ambulance service within its Exclusive Operating Area, which includes Pleasanton, to Falck <br /> Northern California; and, <br /> WHEREAS, Falck Northern California has failed to meet contractual response time <br /> requirements in the Exclusive Operating Area, leading the Alameda County Fire Chiefs to <br /> consider other 911 ambulance service delivery models; and, <br /> WHEREAS, the Alameda County Fire Department is developing an ambulance service <br /> proposal in response to the upcoming Request for Proposals that will be issued by Alameda <br /> County in spring 2023; and, <br /> WHEREAS, the Alameda County Fire Department wishes to partner with other fire <br /> departments within Alameda County to develop a new model for ambulance services that will <br /> address current issues with response times and financial feasibility; and, <br /> WHEREAS, upon finalizing the partnership model, staff will return to Council and <br /> present further details regarding the City of Pleasanton's involvement, if any, under this new <br /> model. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br /> CALIFORNIA DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: <br /> SECTION 1. That the City Manager is authorized to execute a Letter of Intent with the <br /> Alameda County Fire Department for the Livermore-Pleasanton Fire Department Joint Powers <br /> Authority to negotiate the terms and conditions of a partnership model in response to the <br /> upcoming Request for Proposals that will be issued by Alameda County in Spring/Summer <br /> 2023. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br /> a regular meeting held on January 17, 2023. <br /> I, Jocelyn Kwong, City Clerk of the City of Pleasanton, California, certify that the <br /> foregoing resolution was adopted by the City Council at a regular meeting held on January 17, <br /> 2023, by the following vote: <br />
