2005 Pleasanton Plan 2025 2.0 Land Use Element <br />2-39 Adopted 07 21 09 <br /> <br /> <br /> <br /> <br /> <br /> Program 212.3: Ridgelines and hillsides shall be protected. Housing units and structures shall not be placed on slopes <br />of 25 percent or greater, or within 100 vertical feet of a ridgeline. No grading to construct residential or <br />commercial structures shall occur on hillside slopes 25 percent or greater, or within 100 vertical feet of <br />a ridgeline. Exempt from this policy are housing developments of 10 or fewer housing units on a single <br />property. Splitting dividing, or subdividing a “legal parcel” to approve more than 10 housing units is <br />not allowed (Measure PP, Nov. 2008). <br />Growth Management <br />Goal 3: Develop in an efficient, logical, and orderly fashion. <br /> <br /> Policy 2223: Maintain a permanent Urban Growth Boundary (UGB) beyond which urban development shall not be permitted. <br /> Program 2223.1: Permit only non-urban uses beyond the Urban Growth Boundary. <br /> Program 2223.2: Extend urban services only to areas within the Urban Growth Boundary, with the following possible <br />exceptions for selected urban services: (1) areas beyond the boundary where the public health and <br />safety present overriding considerations; (2) as to water service, areas which are within the boundaries <br />of the former Pleasanton County Township Water District and where the service extension is <br />consistent with the 1967 Joint Powers Agreement between the City and the District; (3) on reclaimed <br /> land which is currently designated as Sand and Gravel Harvesting in East Pleasanton when the <br />potential future use is non-urban. <br /> Program 2223.3: Because the Urban Growth Boundary is considered to be permanent, future adjustments to the <br />boundary line location are discouraged; provided, however, minor adjustments may be granted that <br />meet all of the following criteria: (1) are otherwise consistent with the goals and policies of the General <br />Plan; (2) would not have a significant adverse impact on agriculture, wildland areas, or scenic ridgeline <br />views; (3) are contiguous with existing urban development or with property for which all discretionary <br />approvals for urban development have been granted; (4) would not induce further adjustments to the <br />boundary; and (5) demonstrate that the full range of urban public facilities and services will be <br />adequately provided in an efficient and timely manner. <br /> <br />Program <br />2223.4: <br />Encourage lower intensity uses immediately inside the Urban Growth Boundary, as necessary, to <br />prevent potential land use conflicts with outlying non-urban uses.
