These <br />policies relate to the Circulation Element. <br /> <br />Housing Element <br />Land Use policies to develop infill housing, flexibility in residential <br />development standards and housing type consistent with the desired <br />community character, residential density determinations, and the <br />Urban Growth Boundary relate to the Housing Element. <br />Public Safety Element <br />The Public Safety Element designates critical facilities for <br />emergencies and provides for public safety during emergencies and <br />restricts development in unstable areas, areas prone to seismic safety <br />hazards or landslides, and areas within the 100-year flood zone. The <br />Public Safety Element discusses any potential safety concerns for <br />residents and visitors to the community based on location of facilities. <br />The designation of specific land uses in the Land Use Element is <br />based, in part, on goals and policies in the Public Safety Element. <br /> <br />Public Facilities and Community Programs <br /> <br />Pleasanton Library <br />The Public Facilities and Community Programs Element provides <br />policies and programs for community facilities and parks. The Land <br />Use Element locates these public facilities and parks. <br />Conservation and Open Space Element <br />The Conservation and Open Space Element discusses open spaces <br />and recreational areas within the Planning Area. The Land Use <br />Element locates these open space and recreational areas. <br />Water Element <br />The Water Element further discusses creeks and waterways as well as <br />Water Management and Recreation in the Chain of Lakes area. The <br />Land Use Element references Water Management and Recreation as <br />well as other open space designations that include open creeks and <br />waterways. <br />Air Quality and Climate Change Element <br />The Air Quality and Climate Change Element strives to improve air <br />quality throughout Pleasanton. This Element would support <br />development plans that reduce mobile-source emissions and separate <br />air pollution sensitive land uses from sources of air pollution. The <br />Land Use Element would preserve designated open-space areas and <br />would integrate land-use and transportation planning in order to <br />ensure patterns that increase travel alternatives to the single-occupant <br />automobiles. <br />Energy Element <br />The Energy Element strives to reduce energy usage in Pleasanton. <br />The Land Use Element would integrate energy efficiency, energy
