Affirmatively Furthering Fair Housing City of Pleasanton | F-55 <br /> <br />F.5.2 Potential Effects on Patterns of Segregation <br />A comparison of a jurisdiction’s housing element sites inventory, including sites currently zoned <br />for residential and rezone sites, against its LMI households and R/ECAP area can reveal if the <br />City’s accommodation of housing is exacerbating or ameliorating segregation and social inequity. <br />The city contains two LMI percentage quartiles, less than 25 percent (82 percent of the city) and <br />25 to 50 percent (18 percent of the city). The sites inventory aligns closely with the overall city <br />distribution placing 86 percent of sites in quartiles with less than 25 percent LMI and 14 percent of <br />sites in quartiles with 25-50 percent LMI. Therefore, distribution of sites does not perpetuate <br />segregation, and programs would promote lower and moderate-income housing throughout <br />Pleasanton, such as through the Inclusionary Zoning Ordinance. <br />Figure F-27 shows the sites inventory, including rezone sites, across LMI concentrations. The <br />pipeline projects are also shown, which are the entitled and proposed projects listed in Appendix <br />B (Sites Inventory and Methodology, Table B-3). Figure F-28 compares the distribution of sites <br />area to the area of LMI concentrations within the city.
